Composition; appointment of members, <br />in the second sentence to read fifteen (15) members appointed by <br />the Council. . . and the last sentence to read: As used herein, <br />"citizens of the City of San Marcos" shall mean any persons who live <br />within the city limits of the City of San Marcos; however, as many <br />as three (3) members may be non-residents of the City of San Marcos." <br />Ms. Kissler seconded the motion, which passed unanimously. The Coun- <br />cil then voted unanimously for approval of the Ordinance on first read- <br />ing. <br /> <br />Mr. Farr introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING CHAPTER 2, ARTICLE IX, SECTION <br />2-136 OF THE CODE OF ORDINANCES OF SAID CITY TO CHAKGE <br />THE MEMBERSHIP OF THE SUNSET ADVISORY COMMISSION FROM <br />NINE (9) MEMBERS TO SEVEN (7) MEMBERS AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mr. Farr introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, Þ~ENDING SECTION 40(A) (1) OF APPENDIX <br />A OF THE CODE OF ORDINANCES OF SAID CITY TO PROVIDE <br />THAT ALL MEMBERS OF THE ZONING BOARD OF ADJUSTMENTS <br />SHALL RESIDE WITHIN THE CORPORATE LIMITS OF SAID CITY <br />AND THAT IN THE ABSENCE OF REGULAR MEMBERS OF THE <br />BOARD THE M~YOR, CITY ~1ANAGER OR THE PRESIDING OFFICER <br />OF THE BOARD MAY REQUEST THE ALTERNATE MEMBERS TO SERVE <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and Mr. <br />Coddington seconded the motion, which passed unanimously. <br /> <br />Mr. Farr introduced for consideration adoption of a Resolution, the <br />caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, TERMINATING AND FORFEITING THAT LEASE <br />AND OPERATING AGREEMENT OF MAY 7, 1984 BETWEEN SAID <br />CITY AND NORTH AMERICAN AEROSPACE CORPORATION (NAAC) <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption and Mr. Moore seconded the motion. Mr. <br />Coddington then moved to table the Resolution for approximatley thirty <br />days (Nov. 12 Meeting) so that the agreement could be worked out and <br />Mr. Moore seconded the motion. Airport Manager Betty Stansbury said <br />the Airport Commission and she were recommending termination of the <br />lease. Ms. Elwell said Mr. Burg said they had not given the matter <br />enough attention and that she recommended they talk with the Indus- <br />trial Development Foundation to see if they could help. David Lehtonen <br />of NAAC said when the City Engineer reviewed their plans, he felt they <br />were inadequate and made suggestions for changes. He said they just <br />had not been able to put everything together yet and needed more time. <br />
