Composition; appointment of members, in the second sentence to read fifteen (15) members appointed by the Council. . . and the last sentence to read: As used herein, "citizens of the City of San Marcos" shall mean any persons who live within the city limits of the City of San Marcos; however, as many as three (3) members may be non-residents of the City of San Marcos." Ms. Kissler seconded the motion, which passed unanimously. The Coun- cil then voted unanimously for approval of the Ordinance on first read- ing. Mr. Farr introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING CHAPTER 2, ARTICLE IX, SECTION 2-136 OF THE CODE OF ORDINANCES OF SAID CITY TO CHAKGE THE MEMBERSHIP OF THE SUNSET ADVISORY COMMISSION FROM NINE (9) MEMBERS TO SEVEN (7) MEMBERS AND DECLARING AN EFFECTIVE DATE. Mr. Guerra moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously. Mr. Farr introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, Þ~ENDING SECTION 40(A) (1) OF APPENDIX A OF THE CODE OF ORDINANCES OF SAID CITY TO PROVIDE THAT ALL MEMBERS OF THE ZONING BOARD OF ADJUSTMENTS SHALL RESIDE WITHIN THE CORPORATE LIMITS OF SAID CITY AND THAT IN THE ABSENCE OF REGULAR MEMBERS OF THE BOARD THE M~YOR, CITY ~1ANAGER OR THE PRESIDING OFFICER OF THE BOARD MAY REQUEST THE ALTERNATE MEMBERS TO SERVE AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Coddington seconded the motion, which passed unanimously. Mr. Farr introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, TERMINATING AND FORFEITING THAT LEASE AND OPERATING AGREEMENT OF MAY 7, 1984 BETWEEN SAID CITY AND NORTH AMERICAN AEROSPACE CORPORATION (NAAC) AND DECLARING AN EFFECTIVE DATE. Mr. Guerra moved for adoption and Mr. Moore seconded the motion. Mr. Coddington then moved to table the Resolution for approximatley thirty days (Nov. 12 Meeting) so that the agreement could be worked out and Mr. Moore seconded the motion. Airport Manager Betty Stansbury said the Airport Commission and she were recommending termination of the lease. Ms. Elwell said Mr. Burg said they had not given the matter enough attention and that she recommended they talk with the Indus- trial Development Foundation to see if they could help. David Lehtonen of NAAC said when the City Engineer reviewed their plans, he felt they were inadequate and made suggestions for changes. He said they just had not been able to put everything together yet and needed more time.
