<br />from any appropriation made by the legislature or from any other source; <br />IIpassing through" funds made available by any agency, public or private; or <br />becoming a copartner with the political subdivision for the execution and per- <br />formance of any temporary housing for disaster victims project; <br />(11) under such regulations as he shall prescribe, temporarily suspend or <br />modify for not to exceed 60 days any public health, safety, zoning, transpor- <br />tation within or across the state, or other requirement of law or regulation <br />within this state when by proclamation he deems the suspension or modification <br />essential to provide temporary housing for disaster vic:t.,:lÎs' <br />(12) on his determination that a local government of tne state has or ~i11 <br />suffer a substantial loss of tax and other revenues from a major disaster ànd <br />has demonstrated a need for financial assistance to perform its governmental <br />functions, apply to the federal government on behalf of the local government for <br />a loan, receive and disburse the proceeds of any approved loan to any applicant <br />local government, determi ne the amount needed by any appli cant local government <br />to restore or resume its governmental functions, certify that to the federal <br />government provided that no application amount may exceed 25 percent of the <br />annual operating budget of the applicant for the fiscal year in which the major <br />disaster occurs, and _recommend to the federal government, based on his review, <br />the cancellation of all or any part of repayment when in the first three full <br />fiscal-year periods following the major disaster the revenues of the local <br />government are insufficient to meet its operating expenses, including additional <br />disaster-related expenses of ~ municipal operation character; <br />[ (13) through the use of state departments or agencies or the use of any of <br />the state's instrumentalities, clear or remove from publicly or privately owned <br />land or water, debris and wreckage that may threaten public health or safety or <br />public or private property in any state of disaster declared by the Governor or <br />major disaster declared by the President of the United States; <br />(14) accept funds from the federal government and utilize the funds to make <br />grants to any local government for the purpose of removing debris or wreckage <br />from publicly or privately owned land or water; <br />(15) on his determination that financial assistance is essential to meet <br />disaster-related necessary expenses or serious needs of individuals or families <br />adversely affected by a major di saster which cannot be otherwi se adequately met <br />from other means of assistance, accept a grant by the federal government to <br />fund financial assistance, subject to terms and conditions as may be imposed on <br />the grant, and enter into an agreement with the federal government of any <br />officer or agency of the United States pledging the state to participate in <br />funding not more than 25 percent of the financial assistance authorized in this <br />subsection; <br />(16) make financial grants to meet disaster-related necessary expenses or <br />serious needs of individuals or families adversely affected by a major disaster <br />which cannot otherwise adequately be met from other means of assistance, which <br />shall not exceed an aggregate amount in excess of that established by federal <br />statute to an individual or family in any single major disaster declared by the <br />President of the United States; and <br />(17) make rules and regulations as are necessary for carrying out the pur- <br />poses of this Act, including standards of eligibility for persons applying for <br />benefits, procedures for applying and administration, methods of investigation, <br />filing, and approving applications and formation of local or statewide boards to <br />pass on applications and procedures for appeals. <br />[ (h) The Governor may designate in the state emergency management plan the <br />Department of Human Resources or other state agency to carry out the functi ons <br />of providing financial aid to individuals or families qualified for disaster <br />relief.
