<br />128. <br /> <br />ECONOMIC DEVELOPMENT SERVICES AGREEMENT <br /> <br />This Agreement is dated October 4,2005, and is between the City of San Marcos, Texas, a <br />Texas municipal corporation (the "City") and Margie V. Moore, d/b/a the Global Marketeer Group <br />("GMG"), a Texas proprietorship. <br /> <br />RECITALS: <br /> <br />1. The City issued a Request for Proposals (the "RFP") for professional economIC <br />development services dated May 22,2005, and three proposals were submitted in response to the <br />RFP. <br /> <br />2. The City Council considered the three proposals for professional economic development <br />services submitted in response to the RFP (one of which was withdrawn by the proponent), and <br />directed the City staff to draft and negotiate an agreement with GMG for the services. <br />3. The City Council wishes to contract with GMG for professional economic development <br />services in accordance with the terms of this Agreement. <br /> <br />AGREEMENT: <br />SECTION 1. OBLIGATIONS OF GMG <br /> <br />A. Provision of Professional Services; Mission; Goals. GMG agrees to provide <br />professional economic development services for the City. GMG agrees to provide necessary skilled <br />and knowledgeable personnel, equipment, supplies, and vehicles for the administration and operation <br />of the economic development services provided under this Agreement, in accordance with the budget <br />approved by the City Council. GMG agrees that the size, assignments and roles of GMG staff <br />members performing services under this Agreement will be subject to evaluation and approval by the <br />Economic Development Board (the "Board"), to be determined in response to work demands, <br />individual skill sets, and the performance measures approved by the City Council. <br />B. Mission; Goals. The mission of GM G' s services will be to enhance and diversify the San <br />Marcos area economy. GMG agrees to use its best efforts to accomplish this mission by <br />implementing the program approved by the City Council under Paragraphs F and G of this Section. <br />The program will be directed generally towards two goals: 1) The retention and expansion of existing <br />Primary Employers in the San Marcos area, and 2) the recruitment of new Primary Employers to the <br />San Marcos area. In this Agreement, a "Primary Employer" is a company whose goods, services and <br />Page 10f8 <br />
