Mr. Coddington moved for approval of <br />the Or¿inance on first reading and Ms. Kissler seconded the mo- <br />tion. During the discussion ~~r. Brown Dointed out the Zoning Co~nis- <br />sion's decision was made prior to the traffic study report, and that <br />it appears this development is not in a sensitive area of the Recharge <br />Zone. He stated he wanted the Zoning Commission to make a recommen- <br />dation to the Council on this new zoning request. Mr. Coddington <br />stated he wanted the City to proceed using the $500,000 bond monies <br />for traffic signalization and the excess towards improvements to the <br />road and for the City to continue its negotiations with the State. <br />Mr. Farr asked Mr. Gonzalez how long it would take to address the <br />public safety concerns of the area. Mr. Gonzalez stated we will send <br />a letter to the Highway Department directing their design of the sig- <br />nalization at Loop 82 with five lanes, with their design to take approxi- <br />mately 6 to 8 months and construction an additional 8 to 10 months, <br />approximatley 15 months for improvements to Loop 82 and Post Road. <br />Ms. Kissler stated she wanted to see this matter go back to the Zoning <br />Commission with all the information now available for their reconsidera- <br />tion. Mr. Robbins stated Post Road could handle the additional traffic <br />of 60 units. Mr. Nicola stated he wanted to see the funds used for <br />sidewalks and two lights and the rest to be used for paving. Mr. Gon- <br />zalez stated it was in the realm of probability to be done for $500,000. <br />Mr. Coddington withdrew his motion for approval of the Ordinance and <br />Ms. Kissler withdrew her second. Council directed the matter go back <br />to Zoning for reconsideration with all information available. <br /> <br />Mr. Guerra introduced a public hearing and consideration of an Ordin- <br />ance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF <br />BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13,1984 <br />(VOL. 66) BY CHANGING THE ZONING OF TRACT TWO, THE <br />MEADOWS OF MOCKINGBIRD HILL, A SUBDIVISION IN THE <br />CITY OF SAN MARCOS, TEXAS, AS SHOWN ON THE MAP OR <br />PLAT THEREOF RECORDED IN VOLUME 3, PAGE 44, PLAT RE- <br />CORDS OF HAYS COUNTY, TEXAS, LOCATED AT SAN MARCOS <br />PARKWAY AND LEAH AVENUE, FROM "M" (SINGLE, DUPLEX AND <br />NEIGHBORHOOD BUSINESSES DISTRICT) TO "MF-5" (MULTI- <br />FAMILY DISTRICT); AMENDING THE FUTURE LAND USE PLAN <br />(MAP) OF THE MASTER PLAN OF SAID CITY AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mr. Guerra opened the public hearing and asked if anyone wished to <br />speak in favor of the request. Patsy Greiner was present to answer <br />any questions of the Council. No one else wished to speak in favor, <br />so Mr. Guerra asked if anyone wished to speak in opposition. John <br />Bean who lives in the area asked how this project would interface <br />with the residential neighborhood. Mr. Robbins showed Mr. Bean on <br />a map. No one else wished to speak in favor or in opposition to the <br />request, so Mr. Guerra closed the public hearing. Mr. Brown moved <br />for approval of the Ordinance on first reading and Ms. Kissler se- <br />conded the motion. Staff was directed to bring information to the <br />Council at the February 10 meeting regarding who will repair the <br />San Marcos Parkway and what position we are taking in this matter. <br />The Council voted unanimously for approval of the Ordinance on first <br />reading. <br /> <br />Mr. Guerra introduced a public hearing and adoption of a Resolution, <br />the caption which was read as follows: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />L <br />
