<br />61 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting January 27, 1986 Page 6 <br /> <br /> <br />Mr. Guerra opened the public hearing and asked if anyone wished to <br />speak for or against the Ordinance. No one did, so Mr. Guerra closed <br />the public hearing. Mr. Nicola moved for approval of the Ordinance <br />on second reading and Ms. Kissler seconded the motion, which passed <br />unanimously. <br /> <br />Mr. Guerra introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION APPROVING A JOINT ELECTION AGREEMENT <br />BETWEEN THE CITY OF SAN MARCOS, TEXAS, AND THE SAN <br />MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT FOR <br />THE HOLDING OF AN ELECTION ON APRIL 5, 1986¡ AUTHOR- <br />IZING THE MAYOR OF SAID CITY TO EXECUTE SAID AGREEMENT <br />ON BEHALF OF SAID CITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved for adoption of the Resolution and 11s. Kissler seconded <br />the motion, which passed unanimously. <br /> <br />Mr. Guerra introduced for consideration adoption of an OrGinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY <br />OF SAN NARCOS, TEXAS ORDERING A SPECIAL AND JOINT GEN- <br />ERAL ELECTION BY SAID CITY AND THE SAN MARCOS CONSOLIDATED <br />INDEPENDENT SCHOOL DISTRICT, TO BE HELD IN THE CITY OF <br />SAN MARCOS, TEXAS ON APRIL 5, 1986 FOR THE PURPOSE OF <br />ELECTING A MAYOR, A CITY COUNCIL MEMBER, PLACE ONE, AND <br />A CITY COUNCIL MEMBER, PLACE TWO; FOR THE PURPOSE OF SUB- <br />MITTING AMENDMENTS TO THE CHARTER OF SAID CITY; AND FOR <br />THE PURPOSE OF SUBMITTING PROPOSITIONS FOR THE REMOVAL <br />OP PARKLAND AND MUNICIPAL AIRPORT RESTRICTIONS ON THE <br />USE OF CERTAIN CITY-OWNED PROPERTY¡ AND SAID JOINT GEN- <br />ERAL ELECTION TO BE HELD WITHIN AND WITHOUT THE CORPORATE <br />LIMITS OF SAID CITY ON APRIL 5, 1986 FOR THE PURPOSE OF <br />ELECTING A SCHOOL DISTRICT BOARD OF TRUSTEES MEMBER, PLACE <br />THREE, AND A SCHOOL DISTRICT BOARD OF TRUSTEES MEMBER, <br />PLACE FOUR; ESTABLISHING THE RATE OF COMPENSATION TO BE <br />PAID JUDGES AND CLERKS FOR SERVICES RENDERED DURING SAID <br />ELECTIONS¡ lßKING PROVISIONS FOR THE CONDUCT OF THE ELEC- <br />TIONS AND OTHER PROVISIONS INCIDENT TO THE PURPOSES OF THIS <br />ORDINANCE¡ AND DECLARING AN EMERGENCY. <br /> <br />Mr. Brown moved for adoption of the Ordinance on emergency and Mr. Nicola <br />seconded the motion. Mr. Coddington moved to aTIend Proposition No.4 <br />to add the following language ". . . without advance permission from <br />at least four Council Members to be absent from at least one of the <br />meetings, except illness or death in the immediate family shall be <br />excused." Mr. Guerra seconded the motion, which passed unanimously. <br />Mr. Coddington moved to amend Proposition No.5 for the vlOrd "appointed" <br />to precede the word "official" throughout this Proposition, and Mr. <br />Farr seconded the motion, which passed unanimously. Mr. Nicola moved <br />to amend Proposition No.6 to change the wording "City Manager" to <br />"Chief Judge of the Municipal Court" and Mr. Brown seconded the motion, <br />which passed unanimously. Mr. Guerra moved to amend the Ordinance to <br />delete Proposition No. 28 and to renumber Proposition Nos. 29 and 30 to <br />Proposition Nos. 28 and 29, respectively, and Mr. Nicola seconded the <br />motion, which passed unanimously. Mr. Farr TIoved to amend to add a new <br />Proposition No. 30 for the acquisition by the City of 14 acres, more or <br />less, in the Park Addition-Chestnut Street area, or any portion thereof, <br />to be used as the Sessom Creek Basin, parkland or a nature preserve. Mr. <br />Nicola seconded the motion, which passed unanimously. The Council directed <br />Mr. Hankins add property description to the appropriate propositions. <br />The Council then voted unanimously for adoption of the Ordinance as <br />amended. <br />
