Ms. Kissler moved for ap- <br /> proval and Mr. Nicola seconded the motion, which passed unanimously. <br /> Mr. Guerra introduced for consideration adoption of an Ordinance on <br /> emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED ON <br /> OCTOBER 28, 1985 WHICH DECLARED A MORATORIUM UNTIL <br /> DECEMBER 31, 1985, AND WAS LATER AMENDED TO EXTEND <br /> THE EFFECTIVE DATE THROUGH JANUARY 31, 1986, ON THE <br /> CONSTRUCTION OF AND BUILDING PERMITS FOR OFF-PREMISE <br /> OUTDOOR ADVERTISING SIGNS ANYWHERE WITHIN THE JURIS- <br /> DICTION OF SAID CITY AND WHICH PROVIDED FOR VARIANCES, <br /> TO EXTEND SAID MORATORIUM AND ALL THE PROVISIONS OF <br /> SAID ORDINANCE THROUGH FEBRUARY 28, 1986; AND DECLAR- <br /> ING AN EMERGENCY. <br /> Mr. Coddington moved for adoption of the Ordinance on emergency and <br /> Mr. Brown seconded the motion, which passed unanimously. <br /> Mr. Guerra introduced for consideration approval of an Ordinance on <br /> first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> NARCOS, TEXAS, AMENDING CEAPTER 3 OF THE SAN MARCOS <br /> CODE OF ORDINANCES BY THE ADDITION OF SECTION 3-52 <br /> PROVIDING FOR THE IMPOUNDMENT OF ILL, INJURED OR <br /> NEGLECTED ANIMALS; AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Farr moved for approval of the Ordinance on first reading and Mr. <br /> Brown seconded the motion. Mr. Coddington moved to amend the Ordinance <br /> for better clarification on the process when an animal is impounded, <br /> Section 1 of this Ordinance to read: " Sec. 3-52. <br /> . . . . . . <br /> Upon complaint of a citizen or observation by any animal control of- <br /> ficer, any animal control officer has the right to enter onto private <br /> property " Mr. Farr seconded the motion, which passed unani- <br /> . . . . <br /> mously. The Council then voted unanimously for approval of the Ordin- <br /> ance on first reading. <br /> Mr. Guerra introduced for consideration approval of an Ordinance on <br /> first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING ChAPTER 33 OF THE SAN MARCOS <br /> CODE OF ORDINANCES BY ADDING PROVISIONS FOR REMOVAL <br /> OF A WRECKER SERVICE FROM ROTATION, FOR PROMPT RESPONSE <br /> TO COMPLAINTS, BY PROVIDING A PROCEDURE FOR RELEASE OF <br /> D1POUNDED VEHICLES AND FOR APPEALS; AND DECLARING AN EP- <br /> FECTIVE DATE. <br /> Mr. Farr moved for approval of the Ordinance on first reading and Mr. <br /> Brown seconded the motion, which passed unanimously. <br /> Mr. Guerra introduced for consideration approval of four Ordinances on <br /> second reading by consensus. Mr. Coddington moved for approval of all <br /> four Ordinances by consensus and Ms. Kissler seconded the motion, which <br /> passed unanimously (Mr. Brown abstaining from votoing on Item 14B, <br /> which Ordinance follows the other three Ordinances on consensus).
