<br />June 6, 2006 <br /> <br />(3) Enhanced exterior light fixtures such as wall sconces, light coves with <br />concealed light sources, ground-mounted accent lights, or decorative <br />pedestal lights. <br /> <br />(4) Prominent three-dimensional features, such as belfries, chimneys, clock <br />towers, domes, spires, steeples, towers, or turrets. <br /> <br />(5) A repeating pattern of pilasters projecting from the fal):ade wall by a <br />minimum of eight inches or architectural or decorative columns. <br /> <br />3.8.2 Retail Frontage Area. Development orientation for buildings along a Retail Frontage Area <br />shall contain a pedestrian-oriented street-like circulation system. Retail, restaurant and <br />entertainment and other commercial uses are permitted and preferred along the Retail <br />Frontage Area as set forth at the locations in Lots A and C-l shown on the Concept Plan. <br />Area-specific design standards for the Retail Frontage Area in each lot shall be submitted <br />to the City for review and approval with the first Site Preparation Permit application for the <br />affected lot. These design standards shall provide for building setback or build-to lines, <br />building orientation, landscaping, lighting, construction materials and other features that <br />provide for uniformity and identity of the Retail Frontage Area. In addition to the <br />standards described above in Section 3.8.1, the following requirements shall apply along <br />the Retail Frontage Area: <br /> <br />(A) Buildings along the Retail Frontage Area shall include ground level retail, hotel <br />uses limited to commercial uses located on the ground level and/or lobby areas at a <br />maximum of 50 feet in frontage, restaurant, entertainment and other commercial and <br />public-oriented uses that generate pedestrian activity. <br /> <br />(B) Buildings along the Retail Frontage Area shall include storefronts that are <br />predominantly transparent with glazing [minimum thirty percent (30%)] of the <br />ground level fal):ade, between 2 and 10 feet above grade, in glass windows and <br />entries at frequent intervals [no greater than one hundred (100) feet along the <br />building frontage]. At least half of the glazing must be clear glazing. Second-floor <br />front fal):ades must provide a minimum of 25% glazing. <br /> <br />(C) Buildings along the Retail Frontage Area shall incorporate provisions for shade <br />and pedestrian shelter. <br /> <br />(D) Buildings along the Retail Frontage Area shall provide direct access to <br />pedestrian passages and to convenient surface and/or structured parking which shall <br />be located away from predominant public view along this frontage. <br /> <br />(E) Buildings along the Retail Frontage Area shall be designed with continuous <br />storefronts (within the developable areas of the Retail Area), exclusive of streets, <br />pedestrian access and other public gathering places. The ground floor of buildings <br />fronting the Retail Frontage Area shall be designed to accommodate active uses that <br />open onto the sidewalk. Active uses include outdoor cafes, patios, seating areas and <br />other landscape areas designed for pedestrian use. All buildings must have an <br />adjacent sidewalk to the entrance. <br /> <br />(F) Hotels shall be permitted along the Retail Frontage Area provided that there are <br />no rooms intended for lodging located immediately adjacent to the street frontage on <br />the Retail Frontage Area. <br /> <br />Blanco Riverwalk PD Overlay District <br /> <br />14 <br />
