The City shall charge wastewater impact fees <br />for the first 1,200 service units associated with building permits issued for construction on the <br />Property in accordance with the terms of the North IH-35 Wastewater Utility Improvement <br />Agreement, as amended. The City shall charge wastewater impact fees in excess of 1,200 service <br />units associated with building permits issued for construction on the Property in accordance with <br />the City's impact fee rates at the time of building permit application. <br /> <br />5. Landscaping and Street Trees <br /> <br />5.1 No parking space shall be located farther than sixty (60) feet from a permeable landscaped <br />island, peninsula or median and a tree, unless an alternative parking lot landscape plan, <br />submitted with the first Site Preparation Permit application on a lot, demonstrates a <br />superior quality of landscaping. Parking spaces shall be located evenly through the parking <br />areas; however the locations of landscaped islands, peninsulas and medians may be <br />adjusted to accommodate existing trees or other natural features. <br /> <br />5.2 The Developer shall encourage landscaping with native, locally adapted, and naturalized <br />Central Texas plants to reduce the water, fertilizer, and pesticide needs of the Development, <br />using plants included on the plant list attached as Exhibit "E". <br /> <br />5 .2.1 Street Trees. <br /> <br />(A) Location. Street trees shall be installed along both sides of public streets, and <br />the Retail Frontage Area in Lot A, and within the 20-foot parking setback along IH- <br />35. <br /> <br />(B)Size. Street trees shall be a minimum of four (4) inch caliper ball and burlap or <br />its equivalent (twenty-four (24) inch box or sixty-five (65) gallon container). <br /> <br />5.2.2 Planting Criteria <br /> <br />(A) Street trees shall be planted on an average of every forty (40) feet along both <br />sides of public streets. Themed landscaping shall be provided within the IH-35 <br />parking setback and may include a variety of low height landscape berms, low <br />height stone walls, trees, grasses and shrubs. <br /> <br />(B) Street trees shall be kept out of (i) intersection triangles at a minimum of fifteen <br />(15) feet by fifteen (15) feet, as measured from the edge of the pavement. <br /> <br />(C) Street trees shall be planted to avoid interference with streetlights, signage and <br />other fixtures. <br /> <br />(D) Trees shall be planted at least four (4) feet from edge of driveways. <br /> <br />(E) Trees shall be planted at least four (4) feet from underground utilities and <br />twenty (20) feet from overhead lines. <br /> <br />(F) Trees shall be planted at least five (5) feet from hydrants. <br /> <br />(G) Trees and other landscaping improvements along the Retail Frontage Area in <br />Lot C-l shall conform to the architectural character standards and visual guidelines <br />in Exhibit D. <br /> <br />Blanco Riverwalk PD Overlay District <br /> <br />16 <br />
