<br />2 <br />Regular Meeting February 10, 1986 Page 2 <br />Mayor Craddock introduced a discussion and direction to Staff regard- <br />ing the Social Service Board. Mayor Craddock stated she wanted to <br />extend the deadline for the recommendations of the Social Service <br />Board to the Council from April 1, 1986 to October 1, 1986 and to <br />forego their present request for funding for an outside consultant <br />to assist them, but she stated she would consider funding of a con- <br />sultant at a later time if the Social Service Board felt later in <br />their process a consultant was needed. Mr. Gonzalez advised the <br />Council a consultant would not only be used to speed up the process <br />of the Board's recommendations to the Council, but would also assist <br />in preparing a Master Plan of the City's social needs and a monitoring <br />system, and that the study could be used by all the social agencies <br />in seeking funding from other funding sources. Gene hildebrandt, <br />Chairman of the Social Service Board, agreed with the statements <br />made by Mr. Gonzalez and stated the Board's willingness to pursue <br />the matter in whatever manner the Council deemed appropriate. Mr. <br />Guerra became concerned with the membership of the Board and asked that <br />the Council be advised what social service agencies each are connected <br />with. Mr. Nicola stated the Board may not need additional expertise <br />other than the help and assistance of citizens willing to participate <br />and without the assistance of paid consultants. Mr. Brown stated he <br />wants a report that is prepared separate from the Council, which is <br />objectively reviewed. Mr. Gonzalez stated the Board would proceed <br />along the guidelines stated in his November 12, 1985 memorandum to <br />Council (a copy of which is attached to these minutes). Roxanne <br />McKimmey stated she wants all agencies to use the same format, and <br />for the format to be as detailed as possible. Mr. Hildebrandt indi- <br />cated to the Council he was clear on the direction in which they <br />wanted the Board to proceed. <br />Mayor Craddock introduced for consideration approval for allocation <br />of funds for consultant for the Social Service Board. Because of the <br />direction given in the preceding item, Mayor Craddock moved to table <br />this matter and Mr. Farr seconded the motion, which passed unanimously. <br />Mayor Craddock introduced a public hearing and approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AMENDING SECTION 27 OF THE ZONING ORDIN- <br /> ANCE BY THE ADDITION OF SECTION G PROVIDING JllOBILE <br /> hOME STANDARDS FOR MR DISTRICTS AND ESTABLISEING AN <br /> EFFECTIVE DATE. <br />Mayor Craddock opened the public hearing and asked if anyone wished <br />to speak in favor or in opposition to the amendment. No one did, so <br />Mayor Craddock closed the public hearing. Mr. Brown moved for approval <br />of the Ordinance on first reading and Ms. Kissler seconded the motion. <br />Mayor Craddock moved to amend the Ordinance under SECTION 1. Section 27. <br />G.3.d. in the last sentence to read as follows: "Mobile homes which <br />show signs of fire damage, are not acceptable", and Ms. Kissler second~- <br />ed the motion, which passed unanimously. On roll call for approval <br />of the Ordinance on first reading, the following vote was recorded: <br /> AYE: Brown, Farr, Craddock, Kissler, Nicola. <br /> NAY: Guerra. <br /> ABSTAIN: None. <br />
