The following are key concepts <br />that should be acknowledged through development practices within Mixed Use <br />Districts: <br /> <br />(1) Residential uses in conjunction with non-residential activities, possible <br />located above retail and office establishments. <br /> <br />(2) All types of residential uses, including single-family homes, townhouses, <br />and loft-style multiple-family units, but not including manufactured <br />homes; <br /> <br />(3) Central green spaces; <br /> <br />(4) Traffic flows that enable people to move freely without the use of an <br />automobile by emphasizing the pedestrian; and <br /> <br />(5) Outside spaces, such as small parks, courtyards, and outdoor eating areas. <br /> <br />SECTION 29. Section 4.2.2.3(a) of the City Land Development Code is amended as <br />follows (underlining indicates added text; overstrike indicates deleted text): <br /> <br />Section 4.2.2.3 <br /> <br />NC, Neighborhood Commercial District <br /> <br />(a) Purpose. The NC, Neighborhood Commercial District is established to provide <br />areas for office uses and for limited local neighborhood, low intensity office, <br />retail and service facilities for the local neighborhood area retail sales of goods <br />and services. Office These uses should be compatible with residential uses in the <br />neighborhood, and neighborhood service retail areas should utilize established <br />landscape and buffering requirements. Hours of business operation should be <br />limited during the week, and businesses should generally close by 10:00 p.m. on <br />the weekends. Businesses shall use landscaping and other buffering techniques to <br />minimize their impact on the adiacent community. Equipment such as dumpsters <br />and storage units shall be located away from residential uses and be screened.
