The Council may by ordinance convey u¡;x:m the City <br />Man¿çer general authority to contract for expenditures without further <br />approval of the Cruncil for all budgeted items not exceeding <br />five thousand dollars. All contracts for expenditures involving more <br />then five thousand dollars shall be let to the lowest and best <br />responsible bidder after there has been C>¡:)portunity for competitive <br />bidding as provided for by law or ordinance; provided that the <br />City shall have the right to reject any and all bids. Contracts <br />for personal or professional services shall not be let on <br />conpetitive bids.1I <br />ITEM 16: <br />Sec. 12.02. Personal interest and code of ethics. <br />11 (c) Duties of the ethics review commission: <br /> (1) The first ethics review commission shall be appointed within <br /> sixty (60) days of the effective date of this Charter <br /> arœndrnent to draft recommendations for a code of ethics <br /> ordinance for the City of San Marcos. The commission shall <br /> submit its proposed code of ethics to the city council within <br /> six (6) months and the council shall adopt a code of ethics <br /> ordinance not later than one year following the effective <br /> date of the Charter amendrœnt. <br /> ( 2) Subsequent ethics review commissions shall meet at least once <br /> a year to review the code of ehtics of the City of San Marcos <br /> and make recommendations, if any, to the city council. <br /> (3) Conduct hearings into allegations of violations of the city's <br /> code of ethics. Any allegation by any citizen, public <br /> officials or employees that a person has viola ted the code <br /> may be referred to any rœrnber of the commission who then way <br /> request the commission to convene to review the allegation. <br /> (4) Render advisory opinions on potential conflicts of interest <br /> or violation of the city's code of ethics at the request of a <br /> public official or employee covered by the code of ethics. <br /> ( 5 ) Recornrœnd to appropriate authorities cases for prosecution <br /> for violation of the code of ethics.
