<br /> However 51% had problems with collections spilling or scattering trash or <br /> garbage and 27% found spilling and scattering to be a persistent problem. <br /> As concerns Brush pick up, 66% had experienced no problems while 43% had <br /> encountered problems on one or mo~ occ~slons. <br /> The Water service provided by the City received high marks with water <br /> quality being perceived as satisfactory by 77% of respondents. Only 37% of <br /> respondents had experienced pressure or flow problems. 59j% had never been <br /> without water for more than an hour while 23% had been without water at <br /> least once and 18% had been without water for two or more times. Ar the <br /> same time, water quality problems with 71% complaining of sediments, 16% <br /> citing temperature, 10% citing bad taste and 3% complains of bad odor. <br /> The loose animal problem was cited as the most pervasive problem with <br /> 81% having had problems with loose animals three times or more in the past <br /> year. Only 34% of respondents rated the Animal Control service as good with <br /> 66% rating the service as fair or poor. <br /> Standing water and poor drainage was perceived as a problem by a <br /> minority of respondents. 63% had had no problems with standing water in <br /> streets even after heavy rains, and 65% had not experienced drainage <br /> problems in off-street property. <br /> In looking at enforcement of zoning regulations, 51% felt that such <br /> regulations were not being effectively enforced while 37% indicated that <br /> they did not know. There was mixed reaction to the question of whether <br /> present city prodecures for charging the ~oning or use of property were fair <br /> and easy to comply with. A majority (51%) didn't know.
