- How much time can the City anticipate each improvement will
require and at what cost?
- How should the City appropriately contract for services to
accomplish these improvements?
8 LWFW believes that for the City to successfully complete the installation,
finger pointing/fixing the blame should be minimized. Therefore, we have
structured a study approach that will be focused on completing the
installation, better positioning the City to handle future data processing
needs.
PROJECT APPROACH

Based upon our work with the City and experience gained from similar studies, L WFW
recommends the following worksteps: (1) Review System; (2) Integrate Findings and
Develop Conclusions; and (3) Develop Data Processing Plan. Prior to beginning this
project, we strongly recommend the organization of a City Study Team composed of
senior City staff. The purpose of the team will be to meet with our consultants and
review the Project's progress and findings. The remaining paragraphs of this section will
discuss each of the worksteps.
Worksteo 1: Review System

During this workstep, LWFW consultants will meet with representatives of each current
and potential system user area. Each meeting will review with the City staff:
8 Application status
8 New /different information needs
8 Strong and weak features of the current application
8 Suggestions concerning improving the current situation
8 Future changes in city operations which could have an impact upon the
system.
7
