3. Construction Phase For the General Representation and Observation During Construction Phase, the Engineer shall furnish the Services as defined under Section 1.4 of this Agreement. 1.2 UNIVERSITY INTERCEPTOR 1.2.1 Preliminary Phase A. Preliminary Investigation and Coordination: The Engineer will conduct a preliminary investigation and outline the coordination necessary to prepare Designs, Plans and Specifications for the Interceptor Project. This investigation and coordination will include the following: 1. Attend one preliminary conference with the Owner and other interested parties. 2. Obtain from the Owner and review information on existing and approved plats, existing utilities, all existing easement and right of way documents, and related data. 3. Investigate one alignment, to be designated by the Owner, with consideration given to construction cost, ease of construction, ease of obtaining easements or rights-of-way, and limitation on service area and simplification of the river crossing for the Main Interceptor. 4. Establish preliminary alignment. Walk preliminary alignment with the Owner and other interested parties. Owner is to obtain written authorization for access from property owners. Engineer will make necessary adjustments to preliminary alignment for easements, property ownership and physical and environmental constraints. 5. Contact Department of Highways and Public Transportation and railroads for criteria for design and obtain applications for appropriate permits. Owner shall submit permits for agency approval using technical data and sketches provided by the Engineer. B. Design Report: The Engineer will prepare a Letter Report describing the results of the Preliminary Investigation and Coordination, and presenting the guidelines to be used for -4-
