<br /> 4 <br /> 2. Supported the first Capital Improvement Plan <br /> (ClP) detailing the when, where, and funding <br /> sources of infrastructure improvements. The <br /> ClP places a high priority on improvements in <br /> this area. <br /> 3. Recommended an end to the moratorium. <br /> Recommended that development that did not <br /> adversely impact the area or mitigated and <br /> participated in area-wide infrastructure <br /> improvements could occur. To date, this may <br /> result in more than $200,000.00 in public <br /> improvements provided by the private sector. <br />B. Priority Area 1 <br /> 1. Recommended new subdivision regulations to <br /> protect the Edwards Aquifer. The recommended <br /> new ordinances are applicable within the <br /> drainage basin of the recharge zone within <br /> San Marcos' subdivision regulation <br /> jurisdiction. The recommended ordinance <br /> includes: <br /> a. Prohibiting development in "critical <br /> water quality zones", <br /> b. Consolidation of aquifer related <br /> subdivision controls, <br /> c. Requirements to submit Texas Water <br /> Commission Water Pollution Abatement <br /> Plans and approval letters with <br /> subdivision plats, <br /> d. Opportunity to control dangerous runoff <br /> through filtration systems and, <br /> e. Requirements for sensitive placement of <br /> sewer systems away from critical <br /> recharge areas. (reviewed by Planning <br /> Commission, pending rewrite of <br /> subdivision regulations) <br /> 2. Recommended redefinition of the Priority <br /> area 1 to an area now within the Priority <br /> area 1 served by the University-Main <br /> Interceptor. (pending Council action) <br /> 3. Impose a traffic impact capital recovery fee <br /> for development having direct access to Post <br /> Road. (pending Council action) <br />
