Recommended a new and revised Future Land Use <br /> Plan (map) of the Master Plan based on the <br /> area's environmental sensitivity and with a <br /> new residential land use category (0-3 units <br /> per acre). (pending Council action) <br /> 5. Recommended an absolute moratorium on all <br /> development in Priority area 1 recommended <br /> after testimony on the magnitude and affects <br /> of the problems in the Sessoms Drive main. <br /> (Council tabled the recommendation, but <br /> instead initiated a "fast track" program to <br /> slip-line the Sessom Drive main which is now <br /> completed.) <br />C. San Marcos River <br /> 1. Emphasized better management of public lands <br /> and the public sector impact on the River. <br /> 2. Recommended three documents as ordinances to <br /> protect the San Marcos River. The three <br /> documents or ordinances are associated with <br /> each other and cross referenced as they <br /> relate to development controls along the <br /> River and elsewhere. The three recommended <br /> documents were as follows: <br /> a. Chapter 36, the San Marcos River <br /> Corridor (SMRC) Ordinance, <br /> b. Article. l, Chapter 35, the Planned Unit <br /> Development District (PDD) and, <br /> c. Amendments to other City Codes <br /> associated with the SMRC. This document <br /> contained proposed amendments: <br /> 1. the "floodplain ordinance" <br /> component of the Building Code, <br /> Chapter 5, <br /> 2. the Landscape and Buffering <br /> Ordinance, Chapter 14 1/2, <br /> 3. the General Zoning Ordinance, <br /> Appendix A of the City Code, which <br /> adopts by reference the PDD, and <br />
