-3- 3.2 PHASE 1 - PRELIMINARY 3.2.1 Attend conferences with the OWNER and other interested parties regarding the PROJECT. 3.2.2 Inspect and eval uate existing facilities, gather and review existing data. 3.2.3 Develop a prelimlnary design for proposed improvements of the PROJECT with sketches necessary to describe the proposed improvements in their approximate locations for the OWNER's approval. 3.2.4 prepare a statement of the CONSULTANT's opinion of construction costs based upon the preliminary designs developed. The CONSULTANT's opinion of the construction cost will be based upon prices available at the time of preparation, without consideration of any inflationary increase in costs. The CONSULTANT will not be required to guarantee the accuracy of the estimates. 3.2.5 If required, establish the scope of needed land field survey information~ and when authorized by the OWNER, to arrange for such work to be done for the OWNER's account, as set forth in Article 5, Paragraph 5.3. 3.3 PHASE 2 - DESIGN Upon receipt of the OWNER's written authorization to implement Phase 2 and to proceed with final design and preparation of contract drawing sand specifications, the CONSULTANT shall: 3.3.1 Establish the scope and advise the OWNER of any soil and foundations investigatlon, or of any other special surveys and tests, which in the opinion of the CONSULTANT may be required for design: and when authorized by the OWNER, arrange for such work to be done for the OWNER's account, as set forth in Article 5, Paragraph 5.3. 3.3.2 Furnish to the OWNER, where required by the circumstances of the assignment, the engineering data necessary for applications for routine permits required by local, state, and Federal authorities. 3.3.3 prepare detailed contract drawings on drafting vellum or mylar film, and/or photographic reproducible mylar film, and prepare the specifications and contract documents for construction of the PROJ ECT. 3.3.4 Whenever preparation of detailed plans is approximately 60% complete, the CONSULTANT shall: (a) Furnish three ( 3) copies of all contract drawing s and contract documents and specifications to the OWNER, and two (2) copies of all contract drawings to the Federal Aviation Administration for preliminary review and comments;
