<br />Appearance is important beyond the basic quality of <br />beautification, and has an impact upon the relationship of the <br />project to 'the commtmity. It also affects the attractiveness of <br />the facility to quality tenants and developers, and provides an <br />improved working environment for those who will experience it <br />every day. The basic visual elements which are of principal <br />ocncern during the initial develcpnent phases are as follows: <br /> <br />1. Airport/'Induatria1 Park Entrance. The front door of the <br />property is extremely important, and is tied directly to the <br />aspect of first impressions. The airport industrial park <br />entrance would have visibility and identification, as well <br />as present the kind of impression and image that San Marcos <br />wishes to convey. <br /> <br />2. Arcbi1:ectural. Controls. Benefits of requiring approval of <br />architectural design, materials, signing and other <br />construction features is an important part of the <br />development process. The controls should be adequate to <br />insure quality construction, however, great care must be <br />exercised that the oontrols are not so strict and demanding <br />as to discourage economical and profitable development of <br />the prqlert.ies. Reasonable requirements for construction <br />methods and materials, etc., are possible and most <br />euooessful developments have included restrictive covenants <br />in their deeds or leases to insure that the projects will be <br />adequately maintained. <br /> <br />3. Landscaping. The lack of significant existing trees, <br />shrubs, and other live materials indigenous to the site <br />suggest that the character of the development could be <br />materially (and economically) enhanced, during the early <br />developmental stages, by the careful placement of <br />landscapinq. Live materials can be very useful in defining <br />spaces and can make an otherwise empty development appear <br />more hospitable. Spaces can be delineated and, in some <br />areas, land uses or property boundaries can be clearly <br />defined. Further, unsightly elements of the development <br />process, such as equipment storage yards, contractor parking <br />lots, and elements of utility systems (lift stations, etc.) <br />can be screened from the public view with landscaping. <br />Certain design features, such as bridges, walkways, and <br />other key features can be reinforced and made aesthetically <br />more attractive with landscaping. <br /> <br />4.3 <br />
