<br />4. Utilities. All electrical utilities and telephone <br />distribution lines should be underground to reduce the <br />undesirable visual impact of above ground poles and wires . <br />This is particularly true in consideration of the flat <br />terrain of the proposed development. <br /> <br />5. SigDinq and Graphics. Signing and graphic standards should <br />be implemented at the outset, and the requirement to obtain <br />prior approvals should be included in any development <br />agreements. Signing and graphic standards should be <br />restrictive to the extent that sign size, content, color, <br />etc., are regulated, and should specifically prohibit <br />painting signs em buildings, erecting large bill board signs <br />on structures orbuildinqs, using banners, or offensive or <br />poorly designed signs. <br /> <br />6. Roedvay and Traffic S't~rds. Covered elsewhere in this <br />study are the recommendations for roadway and traffic <br />standards, including curb cuts, signage, loading dock <br />requirements, etc. However, it is mentioned here because <br />inadequate parking or loading facilities will result not <br />only in physical and functional congestion, but visual <br />oongest.i.on since many vehicles will be parked in areas that <br />are unsafe, unsatisfactory, or which create damage to <br />property and facilities, and which, over a period of time, <br />are detrimental in terms of the image of a well designed, <br />well managed rosiness develqnnent. <br /> <br />4.4 <br />
