<br />J>>I) mB PLARIJ]I; <br />SEfiCIJ P1VB <br /> <br />AIRP<kr ~ PLAN <br />SMI MMUS, 'lBXJ\S <br /> <br />p].rnofnq (J)jecti:ves <br /> <br />'!be locaticm of the airport within the corporate limits of the City of <br />San Marcos gives the City full responsibility not only for the <br />implementation and enforcement of ~iate ordinances covering the <br />character and kind of development which may be undertaken, but also <br />determining the context of enforceable zoning and land use control <br />mechanisms for identifying the extent of impacts resulting from <br />airport development. <br /> <br />Although this land use study is concerned primarily with the <br />development of aeronautical and aviation-related plans at San Marcos <br />Municipal Airport, it is essential that the airport development <br />program be placed in context with its relationship not only to <br />undeveloped properties in the immediate vicinity, but also <br />specifically to areas that are already developed wi thin the general <br />vicinity of the airport such as the Gary Job Corps Center and the <br />CXI1IIllUI1ity of Reedville. Acc:ess and surface transportation are also key <br />cxmsideratialS . <br /> <br />In order to properly plan airport develcpnent over the intermediate <br />and la1q term, it is essential to achieve a comprehensive and enduring <br />oaapat.ibi.lity between the airport and its environs. 'n1us, the City of <br />San Marcos should consider adoptinq the following objectives, either <br />formally or informally, as a part of a continuing review of the <br />airport development process relative to the long term planning <br />objectives as defined by the Master Plan: <br /> <br />1. Identify existing and potential conflicts caused by noise or <br />other airport activities which results in incompatibilities. <br /> <br />2. Develop suitable alternative plans and implementation procedures <br />that will minimize existing or emerging incompatibilities, and <br />which will avoid future oonflicts. <br /> <br />3. Actively encourage public participation in the planning and <br />development process for the airport and the area surrounding it. <br /> <br />4. Implement measures to increase public awareness of the potential <br />impacts of airport development, and the importance of the <br />planning process to airport improvements. <br /> <br />5.1 <br />
