Included are <br />estimates of oost and optimum phasing for recommended major airport <br />improvements, as well as a discussion of possible capital funding <br />sources. Principal factors influencing airport revenues and <br />expenditures are discussed, with forecasts of estimated operating and <br />maintenance costs through the year 2005. Estimates of airport <br />revenues are also included. in this sectioo, but caution in their use <br />is suggested due to the following uncertainties influencing the <br />airport: developuent program: <br /> <br />1. The uncertainty of the implementation of recommendations <br />contained in this plan. We have addressed a number of issues <br />that are subject to additional study by the City of San Marcos, <br />each of which CXlUld materially affect revenues generated. 'lhis <br />is particularly true of certain aviation related improvements <br />that would be placed in land areas currently within Gary Job <br />Corps boundaries. Although alternatives to the suggested <br />deve10pnent are present, the ecooomic aspects of the improvements <br />change with each alternative. <br /> <br />2. '!he uncertainty of the amount and extent of future Federal parti- <br />cipation in general aviation airport projects. As of this <br />writing, there is a Federal assistance program existing: however, <br />the present loan expires in 1988 and Congress is likely to look <br />at each new annual budget critically. In the absence of more <br />viable options, it has been assumed that there will be future <br />FAA financial assistance, based upon the current program. <br /> <br />3. 'lbe transitioo of San Marcos Municipal Airport from a cost to the <br />City to a self-sustaining, revenue producing entity, will require <br />vigorous and sustained commitment by the leadership in the <br />communi ty. Whether or not the airport receives the necessary <br />political and financial SUR;lOrt that may be required initially is <br />wholly dePendent upon the public attitude: the value of the <br />airport must also be considered in view of the social and cul- <br />tural as well as economic impact. Revenues generated are <br />sensitive to pmlic attitude toward the airport, which further <br />increases the difficulty of projecting revenues. <br /> <br />9.l <br />
