<br />This study is intended to provide financial guidance for airport <br />deVeJ.opment, and has included recommendations for implementation by <br />the City. The analysis of airport financial requirements shown are <br />considered to be oonservative, and the program presented is reasonable <br />in termS of time and financial oommitment. However, changes affecting <br />airport operations, management, and leasing policies can materially <br />affect costs and revenues, and it is suggested that the readers of <br />this report carefully cxmsider the aspect relative to implementation <br />of the development program. <br /> <br />IIIJt.iJBtes of CcBt <br /> <br />Cost estimates based upon generalized phasing for Jmown major improve- <br />ments recommended in this report are intended to provide initial <br />guidance prior to detailed developmental planning for particular <br />projects. Detailed planning is beyond the scope of this report since <br />each project would require specialized analysis and programing; <br />however, each major phase of the project must be considered in <br />relatial to the overall gca1s and objectives for ultimate development <br />of the Airport. <br /> <br />Table 9.l shows the airport development schedule by major project and <br />with the short, intermediate, or long range time frames identified. <br />FBtimates of cost for basic project elements are also shown. <br /> <br />The project phasing shown in Figure 9.l extends over a period of <br />twenty years. '1!1e phasing of the project has been. designed to provide <br />adequate airport facility capacity throughout the forecast period and <br />is oorrelated to estimates of demand. Ideally, the program described <br />will permit efficient and economical development without over- <br />commitment of financial resources, excess burden on the City, or <br />without providing excess facility capacity. The phasing also assumes <br />that any land transfers from the Job Corps would be accomplished <br />expeditiously. <br /> <br />'De short range represents definite developments. to be undertaken or <br />completed within the immediate five year period (l985-l990). The <br />intermediate range is development which would be undertaken between <br />five and ten years, and the long range, or ultimate stage, is that <br />development subsequent to the intermediate range but within twenty <br />years (2005). <br /> <br />The Airport Layout Plan (ALP), contained in Appendix C, shows the <br />generalized stage development and should be consulted for a graphic <br />representation of phasing. <br /> <br />9.2 <br />
