Continuing to utilize the land area for these <br /> relatively low levels of educational and training activity does <br /> not appear to have an acceptable cost benefit ratio and is not <br /> the highest and best use of the land when compared to airport <br /> needs. <br /> Addi tionall y, the land area is adjacent to an existing aircraft <br /> parking apron which is an extremely valuable asset. The <br /> alternative to conveyance of Gary Job Corps land is for the City <br /> to construct new apron and parking facilities at other locations <br /> on the airport, and to construct appropriate taxiways and other <br /> surface access rœdways to the new locations. It would cost many <br /> thousands of dollars to duplicate these facilities at another <br /> airport location. The City is requesting transfer of the area <br /> described so that it will be able to develop facilities as shown <br /> on the attached recommended future Terminal Area Plan (Attachment <br /> 2). This plan is extracted from a 1981 Airport Master Plan Study <br /> that was updated in 1986; since the time of the original plans, <br /> time increases in based aircraft and numbers of aircraft <br /> operation anticipated in the Master Plan Study have already been <br /> surpassed. More than 120 aircraft are now based at San Marcos <br /> Municipal Airport, which compares with 66 aircraft originally <br /> forecast to be based there by the end of 1985. The FAA has <br /> recently completed the installation of an instrument landing <br /> system (IIS) which gives the airport capability for all-weather <br /> precision approaches during extremely low ceiling and <br /> visibility conditions; The instrument runway has Medium <br /> Intensity Runway Lights, a new rotating beacon, and other <br /> improvements. A new approach lighting system has also been <br /> installed. <br /> These airport improvements, along with the dynamic growth <br /> occurring in the Austin/San Marcos/San Antonio corridor make the <br /> need for adequate, safe and sufficient airport facilities more <br /> cri tical with each passing month. As airport use continues to <br /> grow, expansion of aviation facilities is absolutely essential. <br /> Based upon the Master Plan prepared earlier and the current <br /> operating characteristics at the airport, it is imperative that <br />
