<br />( 6 ) <br /> <br />( 7 ) <br /> <br />(8 ) <br /> <br />( 9 ) <br /> <br />(10) <br /> <br />(11) <br /> <br />( 12) <br /> <br />(13) <br /> <br />( 14 ) <br /> <br />( 15 ) <br /> <br />Cooling Water - By the term Cooling Water is meant a <br />significant amount of water discharged from any system of <br />condensation, such as air conditioning, cooling and <br />refrigeration systems. <br /> <br />Director - By the term Director is meant the Director of the <br />City of San Marcos' Environment and Engineering Department <br />or his authorized representative unless otherwise <br />specified. <br /> <br />Drainage Water - By the term Drainage Water is meant storm <br />water; roof run-off water; subsurface and subsoil drainage <br />water; drainage from down spouts; water from yard drains; <br />water from fountains, ponds and swimming pools; water from <br />lawn sprays, rainwater leaders, and area-ways; overflows <br />from cisterns and water tanks; cooling water. <br /> <br />Dual Discharger - By the term Dual Discharger is meant a <br />person who has an industrial waste discharge to the storm <br />sewer system and the sanitary sewer system of the City. <br />The industrial waste discharge to the storm sewer system <br />includes rainwater collected on a surface where pollutants <br />controlled by the Industrial Waste Ordinance may be used <br />drained, and/or spilled. <br /> <br />Garbage - By the term Garbage is meant solid waste from <br />domestic or commercial preparation, cooking, dispensing or <br />manufacturing of food or from the handling, storage and <br />sale of produce. <br /> <br />Hazardous Waste - By the term Hazardous Waste is meant those <br />substances described and listed in Title 40, Code of Federal <br />Regulations, Parts 190 to 399, which is adopted hereby and <br />incorporated by reference herein and a copy of which shall <br />be maintained in the Office of the City Secretary of the <br />City of San Marcos. <br /> <br />Hold-Haul Tank - By the term Hold-Haul Tank is meant a <br />storage tank installed by the customer to hold such <br />industrial waste which is prohibited from being discharged <br />to the sanitary sewer and from which the contents must be <br />hauled to a disposal site. A Hold-Hual tank shall not be <br />connected to the sanitary sewer. <br /> <br />Industrial Waste - By the term Industrial Waste is meant any <br />amount of liquid waste and water borne liquid, gaseous, and <br />solid substances discharged or disposed of from any <br />industrial, manufacturing, trade or commercial establishment <br />including non-profit organizations, governmental agencies or <br />business activities, or educational institutions. It shall <br />not include sewage discharged from sanitary conveniences on <br />the premises unless the sewage is comingled with industrial <br />waste. <br /> <br />Industrial Waste Permit - By the term Industrial Waste <br />Permit is meant a permit to deposit or discharge industrial <br />waste into the sanitary sewer. The permit charge is to <br />cover the cost to issue the permit and to inspect the <br />facility. This permit shall not grant a waiver to allow <br />discharge of any wastes that exceed the limits or violate <br />the requirements of this Ordinance. <br /> <br />Major Wastewater Discharger - By the term Major <br />Discharger is meant any person who: <br /> <br />Wastewater <br /> <br />(a) <br /> <br />Normally uses any compound referred to in Section <br />307(A)(1) of the Clean Water Act of 1977 which is <br />adopted hereby and incorporated by reference herein and <br />a copy of which shall be maintained in the Office of <br />the City Secretary of the City of San Marcos, and <br />presently listed in Appendix B, Title 40 Code of <br />Federal Regulations Part 403 in a process that has a <br />waste discharge into the sanitary sewer system; or, <br /> <br />-2- <br />
