<br />(34) <br /> <br />(35) <br /> <br />(36) <br /> <br />(37) <br /> <br />(38) <br /> <br />(39) <br /> <br />(40) <br /> <br />(41) <br /> <br />Storm Sewer - By the term Storm Sewer is meant any sewer or <br />open drainage channel owned, controlled or subject to the <br />jurisdiction of the City designed to carry storm and surface <br />water, street wash, and drainage water. <br /> <br />Surcharge - By the term Surcharge is meant the additional <br />sewerage service charge levied against any person for dis- <br />charging abnormal industrial waste into a sanitary sewer. <br />This charge is intended to defray the added cost of <br />sampling, testing, transporting and treating abnormal <br />industrial waste. This charge shall be in addition to the <br />usual monthly charge for sanitary sewage service. <br /> <br />To Discharge - By the term To Discharge is meant to deposit, <br />conduct, drain, emit throw, run, allow to seep, or other- <br />wise release or dispose of, or to allow, permit or suffer <br />any of these acts or omissions. <br /> <br />Treatment Plant Upset - An inhibition or disruption of the <br />treatment plant, its treatment processes or operations, or <br />its sludge processes, use or disposal which is a cause of or <br />significantly contributes to (i) a violation of any <br />requirement of the treatment plant's NPDES permit (including <br />an increase in the magnitude or duration of a violation) <br />(ii) the prevention of sewage sludge use or disposal by the <br />treatment plant in accordance with all applicable Federal <br />and State laws and regulations and City ordinances, (iii) a <br />decrease in the quality of the effluent being discharged <br />from the treatment plant or (iv) a decrease in the <br />performance of the treatment plant processes or operations. <br /> <br />Non-Flow Measured Wastewater Line - By the term Non-Flow <br />Measured Wastewater Line shall mean two (2) or more main <br />house laterals through which water metered through a single <br />City water meter is discharged into the sanitary sewer or on <br />which no open channel flow meter approved by the Director <br />exists. <br /> <br />Waste and/or Wastewater - By the term Waste and/or <br />Wastewater is meant sewage, industrial waste, or wastes and <br />drainage water. <br /> <br />Wastewater Treatment Plant - By the term Wastewater Treat- <br />ment Plant is meant any arrangement of devices or structures <br />used for treating wastewater. <br /> <br />Watercourse - By the term Watercourse is meant any <br />or artificial channel for the passage of water. <br /> <br />natural <br /> <br />SEC. 30-61. Prohibited Discharges and Limitations. No person may <br />discharge or cause, suffer, allow, or permit to be discharged into <br />any sanitary sewer, any of the following: <br /> <br />( 1) <br /> <br />(2 ) <br /> <br />( 3 ) <br /> <br />(4 ) <br /> <br />Other Waste, as defined herein, except as specifically <br />authorized by the Director pursuant to Section 30-64. <br /> <br />Flammable or explosive liquids, solids, or gases, such as, <br />but not limited to, gasoline, kerosene, benzene, naphthas, <br />solvents, and similar substances. <br /> <br />Pollutants regulated pursuant to any categorical pretreat- <br />ment standard promulgated by EPA in a concentration or in an <br />amount which is in excess of the limit specified in such <br />standard. <br /> <br />Organic pollutants referred to in Section 307(A)(1) of the <br />Clean Water Act of 1977, and presently listed in Appendix B <br />to Title 40 Code of Federal Regulations Part 403 that are <br />used in a manufacturing process shall be segregated from <br />wastewater discharged to the extent it is feasible to do so. <br />No such pollutants shall be discharged to the sanitary sewer <br />system in a concentration or amount sufficient to cause any <br />of the following: <br /> <br />-5- <br />
