Patsy Greiner <br /> was present representing the owners of the property, and stated the <br /> land use amendment would be to make it possible for the owners to <br /> service the area. She stated the project would open a street that <br /> would alleviate traffic concerns of the area. Larry McSpadden, one <br /> of the owners of the property, stated he was available to answer <br /> questions of the Council. Messrs. Coddington and Farr asked Mr. <br /> McSpadden why they had not requested PUD for the property. Mr. <br /> McSpadden stated the owners were not planning full development of <br /> the property all at one time and did not have the funds to plan the <br /> project all at once. Ms. Greiner stated the church's prior concern <br /> had been in regard to the layout of the development. She stated the <br /> site is appropriate for high density as there are low environmental <br /> concerns at this site. Mr. Nicola stated he felt the Council preferred <br /> to see this area developed as a PUD. Ms. Greiner stated it would be <br /> difficult for the owners to sell the lots if a PUD is in place, because <br /> the owners are interested in selling the property rather than developing <br /> it. Mr. Brown asked if it would financially assist the owners if the <br /> project were done in phases. Ms. Kissler stated when the zoning is <br /> put in place and the property is sold, the property is often times not <br /> developed as initially discussed with the Council, and she would really <br /> like to see a retirement village developed in this location. No one <br /> else wished to speak in favor or in opposition, so Mayor Younger closed <br /> the public hearing. Ms. Kissler moved to deny approval of the Resolution <br /> and Mr. Guerra seconded the motion. On roll call the following vote <br /> was recorded: <br /> AYE: Brown, Coddington, Guerra, Kissler, Nicola. <br /> NAY: Farr, Younger. <br /> ABSTAIN: None.
