On roll call the following vote was recorded: <br /> <br />AYE: Brown, Coddington, Farr, Younger, Kissler, Nicola. <br /> <br />NAY: Guerra. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF <br />BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 <br />(VOL. 66) BY ZONING PREVIOUSLY UNZONED PROPERTY TO A <br />ZONING DESIGNATION OF "C" (COMMERCIAL DISTRICT), BEING <br />3.7463 ACRES OF LAND SITUATED IN A TRACT CALLED THE SE- <br />COND TRACT IN A CONVEYANCE FROM A. B. ROGERS AND WILL <br />G. BARBER TO EDWIN C. WILLIS, VOLUME 107, PAGE 130, DEED <br />RECORDS, T. H. W. PORSYTH SURVEY, HAYS COUNTY, TEXAS AND <br />LOCATED IN THE 1700 BLOCK OF RANCH ROAD 12 IN SAN MARCOS, <br />TEXAS; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the Zoning Ordinance. Patsy Greiner <br />reminded Council this property was recently annexed to the City, and <br />the developers planned to develop the property as a shopping center. <br />No one else wished to speak in favor or in opposition to the Zoning <br />Ordinance, so Mayor Younger closed the public hearing. Ms. Kissler <br />moved for adoption of the Zoning Ordinance and Mr. Farr seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration a public hearing and approval <br />of an Ordinance on first reading amending the Subdivision Ordinance by <br />adding Subsections 19.1 and 53.1 to Article II, Definitions, Section B, <br />Transferring certain Sections pertaining to Development over the Edwards <br />Aquifer Recharge Zone from Article VI, Section F and Section H, to a new <br />Article VI, Section M, and providing in the new Section M for Water <br />Quality Controls in Critical Water Quality Zones, providing for Inspec- <br />tions, providing for Plan Approval. The public hearing on this matter <br />was held earlier in the meeting and the Council tabled first reading <br />to September 8. Mayor Younger asked if anyone else wished to speak <br />on this matter and no one did. He advised a second public hearing <br />would be held September 8, 1986. <br /> <br />Mayor Younger introduced for consideration a public hearing and approval <br />of an Ordinance on first reading amending the Master Plan of the City <br />by amending a portion of Map IV-I, Future Land Use Plan, to add Map <br />IV-lA (which includes the area commonly known as Priority Area I), <br />and amending all references in the Master Plan from !'Map IV-In to <br />"Map IV-l and Map IV-IAn. The public hearing on this matter was held <br />earlier in the meeting and the Council tabled first reading to Septem- <br />ber 8. Mayor Younger asked if anyone else wished to speak on this mat- <br />ter and no one did.
