Determine Cost-Effectiveness of Treatment. <br /> ------ - -- <br /> For the preferred treatment alternative selected in the <br /> previous task, show the cost-effectiveness of improved level of <br /> effluent quality. <br /> Task 710. Describe Transport Alternative~ <br /> Design flows will be summarized in subbasin, showing average <br /> and peak design flows by decade through the design year to handle <br /> anticipated flow increases, phased construction of relief trunk sewers <br /> or interceptors and of pumping facilities will be shown. If cost- <br /> effective flow reduction measures to reduce either water usage or <br /> infiltration/infl0w have been assumed, the flow reductions will be <br /> tabulated. <br /> Capital costs of the proposed phased construction program <br /> will be tabulated, showing anticipated annual costs. The predicted <br /> operation and maintenance costs of pumping facilities and sewer <br /> maintenance crews will also be tabulated by year. <br /> Task 720. Describe Treatment Alternative. <br /> Design parameters used in selection of treatment facilities <br /> will be listed, toge ther with effluent requirements for the plant(s). <br /> Realistic layouts of new or improved treatment facilities will be <br /> given in sufficient detail to allow design of phased construction of <br /> improvements to start. The anticipated capital cost of the proposed <br /> improvements will be given through the design year. In addi t ion, the <br /> operation and maintenance costs of the improvements will be tabulated <br /> by year. <br /> Task 730. Provide Environmental Assessment of Project. <br /> - <br /> A generalized environmental assessment section will include <br /> evaluation of impacts if the project is not initiated, as well as <br /> long-term benefits to the environment by implementation of the pro- <br /> ject, as recommended. The possible short-term deleterious impacts, <br /> inherent in any construction project, will be described, with recom- <br /> mendations for mitigation of these adverse impacts. Utilization of <br /> unrecoverable resources will be mentioned, and reasons for rerouting <br /> 26 <br />
