Describe Organizational Improveoents Necessary <br /> for Implementation. <br /> Any improvements to the organization controlling the <br /> sewerage and treatment facilities in the project area, that are <br /> considered necessary for implementation of the phased project, will be <br /> mentioned. If institutional changes are recommended, possible means <br /> of implementing these changes will be given, together with the <br /> benefits from the changes. <br /> Staffing changes will be tabulated. The cost of managing <br /> the system, including staff costs and other expenses, will be tabu- <br /> lated by year. <br /> Task 750. Describe Financia~ Ioplementation. <br /> From the previous four tasks, an annual cash flow tabulation <br /> will be made for the recommended improvements through the end of the <br /> century. A careful evaluation of current Federal and State <br /> regulations will be summarized to show where construction grants might <br /> realistically be claimed. These grants will be deducted from the cash <br /> flow totals to give the funding necessary from local sources. <br /> The proposed method of raising these 10 cal funds will be <br /> given, together with debt service and procurement costs. The annual <br /> debt service cost will be tabulated, together with rate or tax <br /> increases needed to raise the 10 cal share. A final tabulation will <br /> show current and future average monthly sewerage costs for the average <br /> customer. <br /> Task 810.
