In addition, a careful evaluation of water supply implications will be made of the proposed improve- ments. Task 740. Describe Organizational Improveoents Necessary for Implementation. Any improvements to the organization controlling the sewerage and treatment facilities in the project area, that are considered necessary for implementation of the phased project, will be mentioned. If institutional changes are recommended, possible means of implementing these changes will be given, together with the benefits from the changes. Staffing changes will be tabulated. The cost of managing the system, including staff costs and other expenses, will be tabu- lated by year. Task 750. Describe Financia~ Ioplementation. From the previous four tasks, an annual cash flow tabulation will be made for the recommended improvements through the end of the century. A careful evaluation of current Federal and State regulations will be summarized to show where construction grants might realistically be claimed. These grants will be deducted from the cash flow totals to give the funding necessary from local sources. The proposed method of raising these 10 cal funds will be given, together with debt service and procurement costs. The annual debt service cost will be tabulated, together with rate or tax increases needed to raise the 10 cal share. A final tabulation will show current and future average monthly sewerage costs for the average customer. Task 810. Provide General Administration. -- Administration duties will include setting and maintaining the project schedule, coordinating subcontracts, and maintaining close contact with the City staff. 27
