-6- (b) If there is a change in ownership of a registered dog, the new owner shall have the registration transferred to the new owner's name. Application for such transfer shall be made in person or by mail to the animal control officer and be accompanied by a fee of ten (lØ) dollars per dog. See.. 3-32. Exemptions. Fee-exempt registrations may be issued for the following: (1) Police or sheriff's department's dogs. (2) Dogs trained to work for the blind or the hearing-impaired. Eligibility for fee-exempt registration does not relieve the owner of his responsibility under other provisions of this Article. Sec. 3-33. Records to be kept.. The animal control officer shall keep in a book kept for the registration of dogs, the number of the registration tag issued, the name and address of the owner or keeper of the dog, and a description of such dog. Sec. 3-34. Revocation. (a) The Municipal Court Judge may revoke any dog registration after a hearing for any one or more of the following reasons: (1) Impoundment of a dog by the city more than three (3) times during a twelve (12) month period. (2) Hore than three (3) final convictions of a person for violating this article when such convictions relate to the dog which is being considered for revocation of its registration. (3) Upon a determination that the dog is a dangerous dog, as defined by Section 3-16 of this article. (b) Upon revocation of the registration of any dog, the animal control officer shall immediately notify the owner of the dog of said action in writing. Written notification shall be deemed made when a certified letter, return receipt requested, addressed to the last known mailing address of the dog owner is deposited in the U.S. mail or the notification is personally delivered to the dog owner. (c) Upon the expiration of ten (lØ) days after written notification of revocation is delivered or deposited in the U.S. mail as provided above, it shall be unlawful for any person to keep, maintain or harbor within the city limits any dog which has had its registration revoked. (d) Immediately and automatically upon a finding of an unprovoked bite of a person by a registered dog in the city limits by the Municipal Court of the City of San Marcos, the registration of such dog is revoked, and it shall be unlawful for any person to continue to keep, maintain or harbor such dog within the city limits after twenty-four (24) hours has expired from the time of the Court's said finding.
