Conf1icting ordinances. <br /> It is the intention of the governing body that <br /> this ordinance should supplement existing <br /> ordinances, and any ordinance, word, phrase, <br /> clause, sentence, or section thereof in conflict <br /> with this ordinance shall remain in full force and <br /> effect; however, in the event that this ordinance <br /> shall impose a more restrictive requirement, then <br /> this ordinance shall control. <br /> Sec. 17. Enforcement. <br /> A. Where the Director, or his designated <br /> representative, determines that there is or has <br /> been noncompliance with any material term, <br /> condition or requirement pursuant to this <br /> ordinance, he shall order the person in <br /> noncompliance in writing to cease and desist from <br /> further development or construction, until he is in <br /> compliance. Said person may appeal an order to <br /> cease and desist to the Director by giving written <br /> notice. The Director shall hear the appeal within <br /> five ( 5) working days of receiving such notice. <br /> Said person may appeal in writing a negative ruling <br /> by the Director to the City Council, which shall <br /> hear the appeal at its next regular meeting <br /> following at least five (5) days after receipt of <br /> the notice. <br />
