<br /> -10- <br /> parking facilities may be used to <br /> provide the required off-street parking. <br /> Turnarounds are not required for <br /> communal parking facilities which exit <br /> onto marginal access or local <br /> residential streets. <br /> 3. Off-street parking must not interfere <br /> with sidewalk accessibility. Thus, if <br /> the driveway is intended to serve as the <br /> required off-street parking area, the <br /> building setback of front-loading <br /> garages or carports must be at least <br /> eighteen (18) feet from the nearest edge <br /> of the sidewalk. <br /> 4. Cooperative Parking. Non-residential <br /> land uses may share off-street parking <br /> facilities with other non-residential or <br /> residential uses pursuant to a <br /> cooperative parking plan as defined in <br /> Section 37 of the General zoning <br /> Ordinance, provided the parking is <br /> located within three hundred (300) feet <br /> of all dwelling units included in the <br /> plan. In such instances, the total <br /> number of required parking spaces may be <br /> reduced by fifteen (15) percent. In <br /> determining the number of parking spaces <br /> which may be deleted, fractional units <br /> of one-half (0.5) or greater shall be <br /> considered as the next higher number. <br /> 207. Fences and Walls <br /> Fences and walls within a PDD may extend to a <br /> height of eight (8) feet and may be erected <br /> in any yard, provided the vision clearance <br /> requirements of the City Code are met. <br /> 208. Services <br /> 1. Drainage. The use of private streets <br /> for storm drainage shall not exceed that <br /> permitted for public streets as in <br /> Appendix C, Subdivisions, and Appendix <br /> F, Drainage and Erosion Control. Where <br /> private streets cross drainage ways of <br /> any type, adequate crossings as required <br /> by Appendix C for public streets shall <br /> be provided. <br /> 2. Utilities <br /> A. Water. Water supply and <br /> distribution systems within a PDD <br /> may be publicly or privately owned <br /> and maintained. However, all <br /> systems shall comply with the <br /> requirements of Appendix C, <br /> Subdivisions, and the City Plumbing <br /> Code. <br /> B. Sewers. Sewer systems within a PDD <br /> shall conform to the requirements <br /> levied by Appendix C, Subdivisions. <br /> The Public Works Director shall <br /> have the option of designating the <br /> PDD sewer main system <br />
