<br /> -20- <br /> Commission recommendation for <br /> approval of the Development Plan <br /> shall constitute approval of the <br /> subdivision's Master Plan. <br /> 2. Prior to formal consideration of a plan <br /> for a PDD, the Commission(s) shall hold <br /> a public hearing at which parties in <br /> interest and citizens shall have an <br /> opportunity to be heard. At least ten <br /> (10) days notice of the public hearing, <br /> giving notice of the time and place of <br /> such hearing, shall be published in a <br /> paper of general circulation in the <br /> city. Written notice of the hearing <br /> shall be mailed to owners of real <br /> property lying within two hundred (200) <br /> feet of the property which is proposed <br /> for the PDD. Such notice shall be given <br /> not less than ten (10) days before the <br /> date set for the hearing. Approval of a <br /> Development Plan by the Zoning <br /> Commission constitutes a recommendation <br /> for approval of the zoning district. <br /> 3. One copy of the approved Development <br /> Plan shall be submitted to the Director <br /> of Building Inspections for use in <br /> issuing building permits. In addition, <br /> other copies of the approved plan may be <br /> requested as necessary for other <br /> departments and agencies. Prior to <br /> issuing a building permit within a PDD, <br /> the Chief Building Official shall secure <br /> verification of the Development Plan <br /> approval from the Department of <br /> Planning. <br /> 4. Criteria for Development Plan approval <br /> shall not be limited to compliance with <br /> the requirements of this article, but <br /> shall also include compliance with the <br /> Master Plan, other city codes, and <br /> satisfactory site design and integration <br /> of the PDD with surrounding land uses. <br /> 407. Changes to a Development Plan <br /> 1. Minor Changes. After favorable action <br /> by the Planning Commission (a plat in <br /> the ETJ) or Council ( zoning), minor <br /> alterations to the Development Plan <br /> which do not substantially change the <br /> concept of the PDD may be approved by <br /> the Director of Planning, if required by <br /> engineering or other circumstances not <br /> foreseen at the time the plan was <br /> approved. Minor changes may not cause <br /> any of the following: <br /> A. An increase in the overall density. <br /> B. A reduction of more than twenty <br /> (20) percent in any bonus <br /> provision. <br />
