Staged Development <br /> If development of the PDD is to occur in <br /> phases, then a staging schedule shall be <br /> submitted as part of the Development Plan. <br /> The staging schedule shall indicate as <br /> precisely as possible the timing, land uses, <br /> and density bonus features of each phase. <br /> General benefit features (see section 500) <br /> provided in return for density bonuses shall <br /> be developed or guaranteed in proportion to <br /> the number of dwelling units to be <br /> constructed during any given phase of <br /> development. Compliance with density <br /> limitations and provision of general benefit <br /> features shall be enforced through monitoring <br /> of platting and building permit activity. <br /> The Planning Commission may require <br /> performance guarantees (security) in <br /> compliance with the provision of Appendix C <br /> of the City Code to ensure that the various <br /> stages of the total development will be <br /> constructed as planned and approved. <br /> A PDD may be platted in stages in conformance <br /> to the approved Development Plan (the <br /> subdivision Master Plan) and Appendix C of <br /> the City Code of Ordinances. No plat of a <br /> phased PDD shall be approved that exceeds the <br /> maximum density or non-residential acreage <br /> established by the approved Development Plan. <br /> COMMENTARY: A PDD maintains its integrity <br /> only when all of the complementary parts of <br /> the whole development are intact. If one <br /> element is omitted or out of proportion with <br /> the other elements (such as the <br /> commercial-residential ratio), the PDD <br /> sacrifices its planned integrity and may be <br /> seriously damaged. For example, if in a PDD <br /> containing a mixture of housing types and <br /> open spaces, the higher density housing is <br /> constructed in the earlier stages of the <br /> project with the open spaces included in the <br /> latter stages, the intent of the PDD design <br /> will be seriously violated if the project <br /> stops midway. The provisions of this <br /> subsection are intended to guard against such <br /> an eventuality. <br /> Sec. 500. General benefit features. <br /> 501. Conveyance <br /> A Planned Development District may qualify <br /> for density or other bonuses through the <br /> provisions of specified general benefit <br /> features such as parks or recreational <br /> facilities, private roads, and bufferyards. <br /> The staging schedule which is part of the <br /> Development Plan must coordinate the <br /> provision of the general benefit features <br /> with the construction of the residential <br /> dwellings.
