-22-
409. Staged Development
If development of the PDD is to occur in
phases, then a staging schedule shall be
submitted as part of the Development Plan.
The staging schedule shall indicate as
precisely as possible the timing, land uses,
and density bonus features of each phase.
General benefit features (see section 500)
provided in return for density bonuses shall
be developed or guaranteed in proportion to
the number of dwelling units to be
constructed during any given phase of
development. Compliance with density
limitations and provision of general benefit
features shall be enforced through monitoring
of platting and building permit activity.
The Planning Commission may require
performance guarantees (security) in
compliance with the provision of Appendix C
of the City Code to ensure that the various
stages of the total development will be
constructed as planned and approved.
A PDD may be platted in stages in conformance
to the approved Development Plan (the
subdivision Master Plan) and Appendix C of
the City Code of Ordinances. No plat of a
phased PDD shall be approved that exceeds the
maximum density or non-residential acreage
established by the approved Development Plan.
COMMENTARY: A PDD maintains its integrity
only when all of the complementary parts of
the whole development are intact. If one
element is omitted or out of proportion with
the other elements (such as the
commercial-residential ratio), the PDD
sacrifices its planned integrity and may be
seriously damaged. For example, if in a PDD
containing a mixture of housing types and
open spaces, the higher density housing is
constructed in the earlier stages of the
project with the open spaces included in the
latter stages, the intent of the PDD design
will be seriously violated if the project
stops midway. The provisions of this
subsection are intended to guard against such
an eventuality.
Sec. 500. General benefit features.
501. Conveyance
A Planned Development District may qualify
for density or other bonuses through the
provisions of specified general benefit
features such as parks or recreational
facilities, private roads, and bufferyards.
The staging schedule which is part of the
Development Plan must coordinate the
provision of the general benefit features
with the construction of the residential
dwellings.
