<br /> -26- <br /> common open space should be improved for <br /> its intended use, but open space <br /> containing natural features worthy of <br /> preservation may be left unimproved. <br /> Any buildings, structures and <br /> improvements to be located in the common <br /> open space must be appropriate to the <br /> uses which are intended therefor, and <br /> must conserve and enhance the amenities <br /> of the common open space having regard <br /> to its topography and the intended <br /> function of the common open space. <br /> 2. Up to seventy-five (75) percent of the <br /> common open space may be water surfaces, <br /> golf courses, and/or slopes over fifteen <br /> (15) percent. Bufferyards may be <br /> considered as common open space provided <br /> they are accessible to the residents of <br /> the PDD. Utility and drainage <br /> easements/rights-of-way may be <br /> considered as common open space <br /> provided: <br /> A. the easement/right-of-way has a <br /> minimum average width of <br /> thirty-five (35) feet; <br /> B. the easement/right-of-way has a <br /> minimum width of twenty-five (25) <br /> feet for no more than twenty (20) <br /> percent of its length; and <br /> C. improvements to drainage <br /> easements/rights-of-way are limited <br /> to flood fringe fill encroachment <br /> and other improvements as approved <br /> by the Director of Environment and <br /> Engineering, e.g., clearing of a <br /> choke point. No fill may be placed <br /> in the floodway. <br /> COMMENTARY: The floodway is the channel <br /> and the adjacent land areas that must be <br /> reserved in order to discharge the 100 <br /> year flood without increasing the water <br /> surface elevation above its natural <br /> level. The flood fringe is that portion <br /> of the floodplain outside of the <br /> floodway based on the total area <br /> inundated during the 100-year flood. <br /> 3. Common open space does not include <br /> public or private streets or alleys, <br /> driveways, walks, parking areas, school <br /> sites, landscaped or open land within <br /> areas designated for non-residential <br /> uses, private yards or patio areas, <br /> narrow strips between or in front of <br /> dwelling units, or in general, areas <br /> reserved for the exclusive use of <br /> individual tenants/property owners. <br /> 4. Bonus. <br /> A. For each one (1) percent of the <br /> total PDD area in open space, a <br /> density increment bonus of two (2) <br />
