-8- 205. Access 1. Streets within a PDD may be public and/or private. The Planning commission may, however, require dedication of right-of-way and construction of paving for a public street(s) through or into the PDD as the commission deems necessary. 2. Private Streets. A. Private streets, as a minimum, shall comply with the specifications and design standards for residential marginal access streets as defined in Appendix C, Subdivisions, with the following exceptions: ( 1) The minimum right-of-way and pavement width shall be twenty-two (22) feet. ( 2) Curbs shall be optional provided provision is made for adequate drainage by means other than the traditional curb and gutter as approved by the Director of Environment and Engineering. B. Upon construction and completion of construction of private streets, the Director of Public Works shall cause the inspection of the private street system to insure it is installed as required by the provisions of this article and the requirements in Appendix C, Subdivisions. 3. Safety considerations. A. Vehicle access points shall be located so as to provide a minimum of conflict between the PDD traffic and the traffic on adjacent streets. B. Parking shall be prohibited on any public or private street with thirty (30) feet of pavement width or less. C. Safety lanes. If in the opinion of the Planning Commission, with recommendations from the Fire Chief or Police Chief of the City of San Marcos, adequate access for safety vehicles is not provided by the private street and/or driveway system, safety lanes may be required. These safety lanes shall be a minimum of twenty-two (22) feet in width. Paving is not required but the surface must be firm and of a strength to support heavy (20 tons gross vehicle weight) fire fighting apparatus.
