<br /> -8- <br /> 205. Access <br /> 1. Streets within a PDD may be public <br /> and/or private. The Planning commission <br /> may, however, require dedication of <br /> right-of-way and construction of paving <br /> for a public street(s) through or into <br /> the PDD as the commission deems <br /> necessary. <br /> 2. Private Streets. <br /> A. Private streets, as a minimum, <br /> shall comply with the <br /> specifications and design standards <br /> for residential marginal access <br /> streets as defined in Appendix C, <br /> Subdivisions, with the following <br /> exceptions: <br /> ( 1) The minimum right-of-way and <br /> pavement width shall be <br /> twenty-two (22) feet. <br /> ( 2) Curbs shall be optional <br /> provided provision is made for <br /> adequate drainage by means <br /> other than the traditional <br /> curb and gutter as approved by <br /> the Director of Environment <br /> and Engineering. <br /> B. Upon construction and completion of <br /> construction of private streets, <br /> the Director of Public Works shall <br /> cause the inspection of the private <br /> street system to insure it is <br /> installed as required by the <br /> provisions of this article and the <br /> requirements in Appendix C, <br /> Subdivisions. <br /> 3. Safety considerations. <br /> A. Vehicle access points shall be <br /> located so as to provide a minimum <br /> of conflict between the PDD traffic <br /> and the traffic on adjacent <br /> streets. <br /> B. Parking shall be prohibited on any <br /> public or private street with <br /> thirty (30) feet of pavement width <br /> or less. <br /> C. Safety lanes. If in the opinion of <br /> the Planning Commission, with <br /> recommendations from the Fire Chief <br /> or Police Chief of the City of San <br /> Marcos, adequate access for safety <br /> vehicles is not provided by the <br /> private street and/or driveway <br /> system, safety lanes may be <br /> required. These safety lanes shall <br /> be a minimum of twenty-two (22) <br /> feet in width. Paving is not <br /> required but the surface must be <br /> firm and of a strength to support <br /> heavy (20 tons gross vehicle <br /> weight) fire fighting apparatus. <br />
