<br /> -2- <br />members shall be appointed to two-year staggered <br />terms with the terms of four (4) of such <br />Commission members expiring June 30 of <br />odd-numbered years and the terms of three (3) of <br />such Commission members expiring June 30 of <br />even-numbered years. The length of terms of the <br />original Commission members shall be determined by <br />the casting of lots and no member of the <br />Commission shall have his or her term expire June <br />30, 1984. The members of the Commission shall at <br />their first meeting, within thirty (30) days after <br />their appointment, elect a chairperson and a <br />vice-chairperson from their membership. After one <br />year from the date of formation, all officers <br />shall have as a requirement of office at least one <br />year of service on the Commission. The Commission <br />may elect, from its membership, such other <br />officers and committees as it may, from time to <br />time, determine necessary for the proper <br />performance of its duties. Officers and committee <br />members shall serve on~year terms and may be <br />reappointed. <br />Sec. 2-132. Rules and regulations. <br />The Commission For Minorities shall adopt such <br />rules and regulations as it deems best to govern <br />its actions, subject to the general laws of the <br />state, this Code, Charter of the City of San <br />Marcos, and any other ordinances of the City and <br />other action of the City Council. The Commission <br />shall meet not less than once a month. At all <br />meetings the majority of the Commission shall <br />constitute a quorum and the concurrence of a <br />majority of those present shall be required for <br />the determination of matters within its <br />jurisdiction. <br />Sec. 2-133. General powers and duties. <br />The Commission For Minorities shall serve as an <br />advisory body to the City Council and the City <br />Manager concerning the needs and problems of <br />minorities in the San Marcos area and to <br />recommend programs designed to alleviate any <br />inequities that may confront minorities in <br />social, economic and vocational pursuits. The <br />Commission shall develop goals and coordinate <br />research, planning, programming, and action <br />relating to opportunities, needs, problems, and <br />contributions of minorities in San Marcos and <br />shall: <br />Act as the central clearinghouse and <br />coordinating agency for activities and <br />information relating to the status of minorities <br />in the San Marcos community; <br />Accumulate information concerning instances of <br />actual discrimination in practice against <br />minorities as well as discrimination in the law <br />and refer that information to the appropriate <br />agencies; <br />Stimulate research in the area of minority legal <br />rights; <br />Educate the community on the status of <br />minorities by publicizing in all appropriate ways <br />information on their rights and obligations; <br />Review the whole range of services available to <br />minorities to enable them to make th e i r full <br />
