Nelson/via Chief Ga1 hutt <br />:ROM: Corporal Lisa Dvorak, Crime Prevention Coordinator <br />SUBJECT: Resolution for State Grant <br />DATE: April 13, 1984 RE: Juvenile Law Enforcement Officer <br /> On Tuesday, April 4, 1984, the Systems Committee of the Capitol Area Planning <br />Council reviewed a grant application for a Juvenile Law Enforcement Officer submitted <br />by the San Marcos Police Department. This grant is one of two presented by our agency. <br /> The Grant is designed to run for a five year period, with the State providing a <br />percentage of the continuation funds that depreciates by 20% each year. Dur ing the <br />first year, the State will provide 100% funding for salary and 50% for equipment. The <br />City will fund 50% for equipment, the overtime, vehicle allowance, and office supplies. <br />The requested funds during the first year are: <br /> $4,223.22 City Funds <br /> $24,733.50 State Funds <br /> $28,956.72 TOTAL <br /> The Juvenile Law Enforcement Officer Grant is designed to provide agencies with <br />initial funding to begin successful programs that will benefit the canmunity. The <br />Juvenile Law Enforcement Officer will be trained in the Texas Family Code and will <br />devote all of his time to dealing with juveniles so that the rate of juvenile crime <br />can be significantly reduced. At present, the San Marcos Police Department has little <br />opportunity to influence the course of our juvenile offenders. The child is merely <br />processed, passed to the Hays County Juvenile Probation Department, and no follow-up <br />is oonducted as to the needs or problems of the juvenile. No measures are taken to <br />prevent future problems. A Juvenile Officer can investigate crime and delinquency, <br />provide follow-ups, refer juveniles to appropriate agencies, and protect the rights <br />of juveniles. <br /> At the Systems Committee meeting, the City of San Maroos was selected as the only <br />new grant application approved; all others were continuation grants. During the <br />following years as a continuation grant, we will be placed in a higher priority and <br />could be eligible for greater amounts of funding. <br /> We therefore respectfully request that the City Council members approve and <br />support this program by passing a resolution for the Governor's Office of Criminal <br />Justice to show our commitment.
