Invocation <br />A moment of silence was observed. <br />6. Pledges of Allegiance - United States and Texas <br />Alejandro Garza, 4th Grade Student from Hernandez Elementary led the assembly in the Pledges <br />of Allegiance. <br />7. 30 Minute Citizen Comment Period <br />Thom Prentice, San Marcos, addressed the Council regarding Global Warming and the <br />assassination of democracy. He proposed that the Community become a village of democracy. <br />James Steenhagen, San Marcos, addressed the Council regarding the benefits of the Safe Passing <br />Ordinance and the benefits. He asked that the Council consider the Ordinance favorably. <br />Joe Ptak, San Marcos, addressed the Council regarding a San Marcos Public Art Initiative and <br />adopt five initiatives. 1) Amend existing Ordinances that restrict public art on commercial and <br />public property. 2) Establish a public - private partnership to convert utility boxes in the City into <br />works of art, with the City taking the lead in issuing permits to paint them. 3) Identify and <br />catalogue spaces where street art projects can be established on commercial and public property. <br />4) Dedicated a public space to be permanently open for artistic expression in compliance with <br />our community's standard of obscenity. 5) Coordinate Law Enforcement and Criminal Justice <br />resources to create a graffiti artist division to channel artists away from the criminal justice <br />system and toward legal and legitimate expression of their art. <br />Melissa Daly, San Marcos, addressed the Council and commended them for considering the Safe <br />Passing Ordinance. She wants to make a difference in cycling safety and that the environment <br />needs to be changed. She asked that the Council approve the Safe Passing Ordinance. <br />Melissa Derrick, San Marcos, addressed the Council and asked that they pass the Safe Passing <br />Ordinance. She also addressed the SmartCode and stated that the Council should have had a <br />voice in that decision before a warrant was awarded to a 9 story building downtown. She <br />believes that there should be some limitations on this process and that the appeals process should <br />include the business owner's downtown and not just the property owners as many of them are <br />renters. <br />Ashley Wright, San Marcos, invited the Council to the Texas Wild Rice festival that she is <br />hoping to get kicked off and continued for years to come. She and would like the community to <br />be a part of this festival. <br />
