-2- All applications to be submitted by Authority for ConllTI un i t Y Development activities and/or assistance, before such submission, shall be reviewed by the City Council of City and, if after such review an application is deemed acceptable by the City Council, the application shall be submitted as approved by the City Council. City agrees tha.t Authority may have additional administrative expenses other than those expressly provided for in this Agreement. Authority is hereby authorized to include in any application submitted under authority of this Agreement a request for funds to provide for said administrative expenses. II. City agrees to supervise all financial transactions, to maintain records of such transactions, and to maintain other records made or kept by Authority pursuant to said Cormnuni ty Development activities and/or programs upon compensation by Authority for actual expenses involved in the provision of said service. In addition, City agrees to provide engineering and inspection services requested by Authority which are necessary for implementation of said Community Development activities and/or programs with the understanding that the actual cost of such services provided by the City shall be expeditiously paid by the Authority following the provision of such services. III. Authority shall prepare and shall submit to City for its approval written plans for the administration of funds received by Authority to implement specific Cormnuni ty Development activities and/or proposals. Said plans shall be submitted as required by City, but in no event shall they be submitted less than once during the fiscal year of City. IV. Any Community Development activity and/or program conducted by Authority shall be conducted in conformity with all applicable local, state and federal rules, regulations and laws. v. City shall retain the right to maintain at all times financial and managerial review of any aspect of said Community Development
