'rhe members of the commission shall at their first mee-ting, within thirty (30) days after their appointment, elect a chairperson and a vice-chairperson from their membership. After one year from the date of formation, all officers shall have as a requirement of office at least one year of service on the commission. The commlSSlon may elect, from its membership, such other officers and conunittees as it may, from time to time, determine necessary for the proper performance of its duties. Officers and committee members shall serve one-year terms and may be reappointed. Sec. 2-137. Rules and regulations. The Sunset Advisory Commission shall adopt such rules and regulations as it deems best to govern its actions, subject to the general laws of the State, this Code, Charter of the City of San Marcos, and any other ordinances of the City and other action of the city council. The commission shall meet not less than once a month. At all meetings the majority of the commission shall constitute a quorum and the concurrence of a majority of thos e present shall be required for the determination of matters within its jurisdiction. Sec. 2-138. General powers and duties. (a) The Sunset Advisory commission shall serve as an advisory body to the city council concerning whether a public need exists for the continuation of a city board, commission or committee or for the performance of the functions of the city board, commission or committee. (b) The criteria which the conunission shall use for its review of each city board, cornmiss ion or conunittee, except the Sunset Advisory CoIllinission, shall be the following: ( 1) the efficiency with which the board, cornmission or committee operates; ( 2) the extent to which the city board, conunission or conunittee is needed or used; ( 3) the extent to which the jurisdiction of the city board, COn1ffilSS10n or committee overlaps or duplicates that jurisdiction of other city boards, commissions or committees and the extent to vihich the functions conducted or performed by the city board, commission or committee can be consolidated with the functions of other city boards, conunissions or cornmi ttees i (4) whether the city board, conunission or committee has reconunended to the city council changes calculated to be of benefit to the public rather than to an occupation, business, or institution;
