<br /> -2- <br />his or her term expire June 30, 1984. 'rhe <br />members of the commission shall at their first <br />mee-ting, within thirty (30) days after their <br />appointment, elect a chairperson and a <br />vice-chairperson from their membership. After <br />one year from the date of formation, all officers <br />shall have as a requirement of office at least <br />one year of service on the commission. The <br />commlSSlon may elect, from its membership, such <br />other officers and conunittees as it may, from <br />time to time, determine necessary for the proper <br />performance of its duties. Officers and <br />committee members shall serve one-year terms and <br />may be reappointed. <br />Sec. 2-137. Rules and regulations. <br />The Sunset Advisory Commission shall adopt such <br />rules and regulations as it deems best to govern <br />its actions, subject to the general laws of the <br />State, this Code, Charter of the City of San <br />Marcos, and any other ordinances of the City and <br />other action of the city council. The commission <br />shall meet not less than once a month. At all <br />meetings the majority of the commission shall <br />constitute a quorum and the concurrence of a <br />majority of thos e present shall be required for <br />the determination of matters within its <br />jurisdiction. <br />Sec. 2-138. General powers and duties. <br />(a) The Sunset Advisory commission shall serve as <br /> an advisory body to the city council <br /> concerning whether a public need exists for <br /> the continuation of a city board, commission <br /> or committee or for the performance of the <br /> functions of the city board, commission or <br /> committee. <br />(b) The criteria which the conunission shall use <br /> for its review of each city board, cornmiss ion <br /> or conunittee, except the Sunset Advisory <br /> CoIllinission, shall be the following: <br /> ( 1) the efficiency with which the board, <br /> cornmission or committee operates; <br /> ( 2) the extent to which the city board, <br /> conunission or conunittee is needed or <br /> used; <br /> ( 3) the extent to which the jurisdiction <br /> of the city board, COn1ffilSS10n or <br /> committee overlaps or duplicates <br /> that jurisdiction of other city <br /> boards, commissions or committees <br /> and the extent to vihich the <br /> functions conducted or performed by <br /> the city board, commission or <br /> committee can be consolidated with <br /> the functions of other city boards, <br /> conunissions or cornmi ttees i <br /> (4) whether the city board, conunission <br /> or committee has reconunended to the <br /> city council changes calculated to <br /> be of benefit to the public rather <br /> than to an occupation, business, or <br /> institution; <br />
