<br /> -3- <br /> ( 5) the promptness and effectiveness <br /> with which the city board, <br /> commission or committee disposes of <br /> complaints, if any, concerning <br /> persons affected by the city board, <br /> commission or committee; <br /> ( 6) the extent to which the city board, <br /> conunission or committee has <br /> encouraged participation by the <br /> public in making its decisions as <br /> opposed to participation solely by <br /> an occupation, business, or <br /> institution, and the extent to which <br /> the public participation has <br /> resulted in decisions compatible <br /> with the objectives established by <br /> the city council for the city board, <br /> commission or committee; and <br /> ( 7) the extent to which the city board, <br /> commission or committee complies <br /> with the "Open Records Act", Chapter <br /> 424, Acts of the 63rd Legislature, <br /> Regular Session, 1973, as amended <br /> (Article 6252-17a, Vernon's Texas <br /> Civil Statutes), and with the "Open <br /> Meetings Act", Chapter 271, Acts of <br /> the 60th Legislature, Regular <br /> Session, 1967, as amended (Article <br /> 6252-17, Vernon's Texas Civil <br /> Statutes). <br />(c) The commission shall submit to the city <br /> council a written report on a date set <br /> by the city council by resolution on <br /> each and every city board, commission <br /> or committee, except the Sunset <br /> Advisory Commission, which shall make <br /> reconunendations on the abolition, <br /> continuation, or reorganization of each <br /> affected city board, conunission or <br /> conunittee and on the need for the <br /> performance of the functions of the <br /> city board, conunission or committee. <br />Sec. 2-139. Abolition of city boards, <br /> commissions and committees. <br />( a) Every city board, commission or conunittee, <br /> except the Sunset Advisory Conunission, <br /> created by the city council is subject to <br /> this Ordinance and to this section 2-134, <br /> except as otherwise expressly provided by the <br /> ordinance creating the city board, commission <br /> or committee, and every such city board, <br /> conunission or conunittee, subject to this <br /> Ordinance shall be abolished on a date set by <br /> the city council by resolution unless <br /> continued by the city council by ordinance. <br />(b) Nothing in this Ordinance shall be construed <br /> to prohibit the city council from terminating <br /> or abolishing a city board, commission or <br /> conunittee subject to this Ordinance before <br /> recommendations or a written report on such <br /> city board, commission or committee has been <br /> received by the city council from the Sunset <br /> Advisory Commission.
