<br /> limited to the following items unless expanded in the manner set forth <br /> in Article 3: <br /> (1) Overlay and/or reconstruction of existing taxiways. <br /> (2) Construction of a partial parallel taxiway for Runway <br /> 12-30. <br /> 3.1.2 The CONSULTANT shall render services necessary for <br /> development of the PROJECT into three phases as follows: <br /> PHASE 1 - Preliminary Design, preparation of cost estimates <br /> and coordination with the Federal Aviation Admin- <br /> istration. <br /> PHASE 2 - Fi na 1 design and preparation of detailed contract <br /> drawings and specifications; and <br /> PHASE 3 - General administration of construction. <br /> 3.2 PHASE 1, PRELIMINARY <br /> During Phase 1, the CONSULTANT shall: <br /> 3.2.1 Attend conferences with the OWNER and other interested <br /> parties regarding the PROJECT. <br /> 3.2.2 Inspect and evaluate existing facilities, gather and <br /> review existing data. <br /> 3.2.3 Develop a preliminary design for proposed improvements <br /> of the project with sketches necessary to describe the proposed <br /> improvements in their approximate locations for the OWNER'S approval. <br /> 3.2.4 Prepare a statement of the CONSULTANT'S opinion of <br /> construction costs based upon the preliminary designs developed. The <br /> CONSULTANT'S opinion of the construction cost will be based upon <br /> prices available at the time of preparation without consideration of <br /> any inflationary increases in costs. The CONSULTANT will not be <br /> required to guarantee the accuracy of the estimates. <br /> 3.2.5 Establish the scope of survey needed to provide basic <br /> design information; and when authorized by the OWNER, to arrange for <br /> such work to be done, for the OWNER'S account, as set forth in Article <br /> 5, paragraph 5.3. <br /> 3.2.6 Establish the scope of needed land and field survey <br /> information; and when authorized by the OWNER, to arrange for such <br />
