3.3.5 Furnish the OWNER five (5) copies of final and approved contract drawings and specifications. Additional copies will be provi ded, as requested by the City, at CONSULTANT'S cost of reproduction, shipping and incidental expense. 3.3.6 Prepare a detailed statement of the CONSULTANT'S opinion of the construction costs based upon the final design developed. The CONSULTANT'S opinion of construction costs will be based on materials and labor prices prevailing at the time of preparation. The CONSULTANT will not be required to guarantee the accuracy of the cost estimates. 3.4 PHASE 3 - GENERAL ADMINISTRATION OF CONSTRUCTION. Upon approval by the OWNER, and the Federal Aviation Administration of the construction plans, specifications and contract documents, Phase 3 of this agreement will commence; and in accordance with the provisions of Article 7, paragraph 7.1.1, the CONSULTANT sha 11 perform engineering services for General Administration of Construction as follows: 3.4.1 Assist the OWNER in the advertisement of the PROJECT for bids. 3.4.2 Assist the OWNER in the opening of and the tabulation of bids for construction of the PROJECT and consult with the OWNER as to the proper action to be taken, based on the engineering considera- tions involved. 3.4.3 Assist OWNER'S attorney in the preparation of formal construction Contract Documents. 3.4.5 Make periodic visits to the site of the construction work to observe the progress of the construction work and to deter- mine, in general, if the results of the construction work are in accordance with the drawings and specifications. In performing the above descri bed servi ces, the CONSULTANT and CONSULTANT'S assi gns wi 11 endeavor to guard the OWNER against apparent defects and deficiencies in the permanent work constructed by the contractor, but the CONSUL- TANT does not guarantee the performance of the contractor. The CON- SULTANT and the CONSULTANT'S assigns are not responsible for construc- tion means, methods, techniques, sequences or procedures, time of performance, programs, or for any safety precautions in connection with the construction work. The CONSULTANT is not responsible for the contractor's failure to execute the work in accordance with the con- struction contract. 3.4.6 Consult and advise with the OWNER; issue a 11 instruc- tions to the contractor requested by the OWNER; and prepare routine change orders as required.
