> Zoning, as it relates to air transportation facilities
with special attention given to identification of any
constraints on use of development of property.
Task 5 - land Use and Functional Plans
An overall plan for on-airport development will be prepared.
The plan will identify those areas to be used for aviation related
purposes, such as terminal facilities, aircraft maintenance, clear
zones, etc., as well as recreational facilities, industrial sites, and
other improvements compatible with and appropriate to airport loca-
tions. Special attention will be given to beneficial land uses that
will serve to enhance the airport image as a good neighbor, and to
those activities capable of generating revenues that can be used for
airport purposes. Detailed engineering design withi n development
areas will not be included in the master plan; however, it is antici-
pated that at least the following items will be addressed:
> Land required for existing and future aviation needs,
specifical1y general aviation and fixed base opera-
tions.
> Recommendations for roadway and utility layouts, in-
cluding lot sizes, and land uses within subdivisions.
> Identification of existing and unconstrained future
land use patterns in the area adjacent to and surround-
ing the airport.
> Development of alternative compatibility schemes, par-
ticularly with regard to the Gary Job Corp Center.
> Recommendation of a preferred alternative plan develop-
ment of it into a plan, and submission of the plan for
adoption.
Emphasis will be placed upon consideration for the future
development of Gary Job Corp. Campus facilities, and future ai r-
port/airfield improvement concepts will be carefully considered in the
context of the special relationship that the job corp has to be air-
port.
1
The land use plan for the airport and its environs must be
compatible with local' comprehensive planning and will be coordinated
with the objective,s policies and programs for the City.
The land use planning effort will include a noise analysis
utilizing the Integrated Noise Model (INM 3.0). The requi red
contours, as specifi ed in FAA Orders 1050.10 and 5050.4 wi 11 be
provided and utilized in the preparation of the report.
