<br /> It must be emphasized that this task will not be an <br /> exhaustive study of the 1 ega 1 questions involved in zoning or <br /> implementing other land use control strategies. It wi 11, however, <br /> identify the needs for these controls, recommended the land use to be <br /> implemented and provide detailed i nforma t ion relative to other <br /> attempts to establish land use controls in similar airport situations. <br /> Recommendations for desi gn standards, including bui1 di ng <br /> materials, signing and graphics, and development infrastructure will <br /> be provided. <br /> Primary guidance for the land use plan will be modified <br /> cri teri a in Federal Aviation Administraton Advisory Circular AC <br /> 150/5050-6, Airport Land Use Compatibility Planning. <br /> Task 6 - Airport Layout Plan <br /> The Airport Layout Plan (ALP) is a graphic presentation of <br /> existing and proposed airport facilities. The existing airport layout <br /> plan will be updated to show changes in development planning. It will <br /> include the initial intermediate and ultimate configuration for <br /> runways, taxiways, aprons, areas for terminal development and other <br /> essential facilities. Clear zones, approach areas and other airspace <br /> features will be verified and shown on a recommended airspace zoning <br /> map, prepared in accordance with FAR Part 77. Development of the <br /> plans will. be closely coordinated with the FAA, and will be prepared <br /> in accordance with Chapter 7 of Advisory Circular 150/5070.6. <br /> Task 7 - Terminal Area Plans <br /> The Terminal' Area Plan is a companion document to the Ai r- <br /> port Layout Plan drawing and as such represents a relatively detailed <br /> layout of the facilities that exist or are planned to be developed in <br /> the terminal area. The Plan should function as a primary working <br /> document in the development of basic facility layout, the development <br /> of leases or for other purposes that require larger scale drawi ngs <br /> than the ALP. It's development should evolve primarily from current <br /> and anticipated airfield development plans, land use criteria, as <br /> established in the Airport Layout Plan, and land use plans, and upon <br /> the City's interest in terminal area development. <br /> Task 8 - Airport Noise Analysis <br /> Full consideration must be given to environmental factors <br /> which may be affected by development at San Marcos Municipal Airport. <br /> These factors must be carefully evaluated and analyzed to identify any <br /> adverse environmental effects that may result from the future improve- <br /> ments at the airport, especially in view of the dramatic changes in <br /> airport activity since 1981, when the original environmental assess- <br /> ment was made. <br />
