Purchasing Department <br /> (1) advertise at least 20 days in advance of bid opening for <br /> prime contractors in order that all firms have ample time <br /> to develop a complete bid package or proposal and secure <br /> necessary assistance. <br /> (2) make available contract plans and specifications to MBE's <br /> in sufficient time to review. <br /> ( 3) ensure that all applicable provisions of the MBE program are <br /> included in bid specifications for airport projects. <br /> (4) hold a pre-bid conference to provide firms with an opportunity <br /> to ask questions about the MBE requirements, emphasize and <br /> explain the MBE program requirements, the forms that must be <br /> submitted within the bid regarding MBE participation, the <br /> documentation required outlining efforts to obtain MBE <br /> subcontractors and joint venture partners, and the use and <br /> availability of the MBE directory. <br /> C. Legal Department <br /> (1) review any contract to ensure the contractor is legally bound <br /> to applicable provisions of the MBE program. <br /> (2) ensure that all applicable provisions of the MBE program <br /> are included in the bid specification documents. <br />
