<br /> BBE Program <br /> Page 4 <br /> ( 3) maintain a file of successful bid documents from past <br /> procurement and permit MBE contractors to review and <br /> evaluate such documents. <br /> (4) issue projected procurement information periodically to <br /> MBE contractor. vvhenever feasible, this information should <br /> be issued at least one month before placement of bid <br /> notices. <br /> (5) provide detailed instructions on job performance require- <br /> ments. <br /> (6) Provide information on certification procedures, sub- <br /> contracting requirements and bonding requirements (if <br /> applicable). <br /> ( 7) send bid notices to MBE's with capabilities relevant to <br /> the airport improvement project as identified in the City's <br /> MBE Directory. <br /> B. Purchasing Department <br /> (1) advertise at least 20 days in advance of bid opening for <br /> prime contractors in order that all firms have ample time <br /> to develop a complete bid package or proposal and secure <br /> necessary assistance. <br /> (2) make available contract plans and specifications to MBE's <br /> in sufficient time to review. <br /> ( 3) ensure that all applicable provisions of the MBE program are <br /> included in bid specifications for airport projects. <br /> (4) hold a pre-bid conference to provide firms with an opportunity <br /> to ask questions about the MBE requirements, emphasize and <br /> explain the MBE program requirements, the forms that must be <br /> submitted within the bid regarding MBE participation, the <br /> documentation required outlining efforts to obtain MBE <br /> subcontractors and joint venture partners, and the use and <br /> availability of the MBE directory. <br /> C. Legal Department <br /> (1) review any contract to ensure the contractor is legally bound <br /> to applicable provisions of the MBE program. <br /> (2) ensure that all applicable provisions of the MBE program <br /> are included in the bid specification documents. <br />
