<br /> 67 <br /> Regular Meeting April 8, 1985 Page 3 <br /> Mayor Craddock introduced for consideration approval of an Ordinance <br /> on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING CHAPTER 17 OF THE SAN MARCOS <br /> CODE OF ORDINANCES BY ADDING SECTION 17-7 PROVIDING <br /> FOR SEMI-ANNUAL EVALUATIONS OF MUNICIPAL COURT JUDGES; <br /> ESTABLISHING CRITERIA FOR THOSE EVALUATIONS; AND, DE- <br /> CLARING AN EFFECTIVE DATE. <br /> Mr. Guerra moved for approval of the Ordinance on first reading and <br /> Mayor Craddock seconded the motion. Mayor Craddock moved tv amend <br /> to add Section (8) as follows: "That all the decisions of the Judges <br /> reflect careful consideration of all evidence presented and that <br /> their decisions are such that they inspire increased respect for <br /> the law," and Mr. Guerra seconded the motion. Judge Hernandez re- <br /> quested the Council consider changing the evaluation frar. semi-annually <br /> to once every 12 months. Mayor Craddock amended the evaluation to <br /> be once a year instead of six months and Mr. Guerra seconded the mo- <br /> tion. Mayor Craddock moved to amend the Ordinance that the annual <br /> evaluation be on or before September 1st each year and Mr. Farr seconded <br /> the motion. The Council unanimously approved Mayor Craddock's amendment <br /> and Mr. Guerra's second to add Section 8. The Council unanimously ap- <br /> proved Mayor Craddock's motion and Mr. Guerra's second to evaluate the <br /> Judges once a year instead of six months. The Council unanimously ap- <br /> proved Mayor Craddock's amendment and Mr. Farr's second to evaluate <br /> the Judges on or before September 1st each year. The Council then <br /> unanimously approved the Ordinance on first reading. <br /> Mayor Craddock introduced for consideration approval of an Ordinance <br /> on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCO S, TEXAS, AMENDING SECTION 30-7 OF ARTICLE I OF <br /> CHAPTER 30 OF THE CODE OF ORDINANCES OF SAID CITY TO <br /> INCREASE THE AMOUNT OF DEPOSITS FOR ALL NEW CONNECTIONS <br /> FOR UTILITY SERVICES TO INDIVIDUALLY METERED RESIDEN- <br /> TIAL UNITS TO $45.00 AND TO COMMERCIAL ESTABLISHMENTS <br /> AND ALL RESIDENTIAL UNITS NOT METERED INDIVIDUALLY TO <br /> TWO (2) TIMES THEIR ESTIMATED AVERAGE MONTHLY BILL OR <br /> $60.00, WHICHEVER IS GREATER; AND DECLARING AN EFFECTIVE <br /> DATE. <br /> Mr. Brown moved to approve the Ordinance on first reading and Mayor <br /> Craddock seconded the motion. Mr. Farr moved to amend the Ordinance <br /> to have the residential deposit remain at $35.00 and not be raised <br /> to $45.00 and Mr. Moore seconded the motion. Mr. Farr asked Mr. <br /> Hankins if the City is exempt from having to follow regulations of <br /> paying interest on deposits, and Mr. Hankins responded that the City <br /> is exempt. Wayne Moore stated approximately $9/000.00 is lost by the <br /> City in uncollected bills, of which one-half are commercial losses and <br /> one-half residential. On roll call for Mr. FarrIs amendment and Mr. <br /> Moore's second, the following vote was recorded: <br /> AYE: Coddington, Farr, Craddock, Moore. <br /> NAY: Brown, Guerra. <br /> ABSTAIN: None. <br /> The Council then voted unanimously for approval of the Ordinance on first <br /> reading. <br />
