<br /> CONTINUED: <br /> activities have increased as well. During the 1979 service year, the Department responded to <br /> 10,621 calls for service. In the short four years, ending in 1982, this number had increased <br /> by OVtr 42% and had reached an all time record level of 15,182 calls. Arrests occuring <br /> within the city had increased by over 116% in the same period. In 1979, the Department arrested <br /> 1,060 individuals for all assorted offenses. In 1982, the number had increased to 2,293 <br /> individuals arrested. <br /> Throughout the five year period that these statistic reflect, the City of San Marcos through <br /> the process of annexation has increased our patrol area by over 68%. Since 1979, the City <br /> annexed just under 6 square miles of new area. Including increases in patrol area, increases <br /> in crime, increases in arrests and the high level of lost property, the Department has only <br /> increased in manpower by 10.3%. hI 1980, the City increased our Departments personnel <br /> level by adding three patrolman. <br /> 1:. At no time in the past has the Department prepared the community for the reduction in the <br /> efficiency of their Police Department. Crime Prevention technics and educational programming <br /> has not been attempted. nIe Department has not been equipped to help the community to <br /> help itself. As the Departments'activities increase, the primary function of Uniformed <br /> Preventative Patrol will become more inefficient as officers are called to perform <br /> a variety of duties and tasks that divert a significant amount.of their time. <br /> These statistics were gathered from within the Department and its own record keeping system, <br /> the Uniform Crime Report, The Texas Employment Commission, The San Marcos Chamber of Commerce, <br /> The SWTSU Planning and Analysis Dept:..
