CONTINUED: activities have increased as well. During the 1979 service year, the Department responded to 10,621 calls for service. In the short four years, ending in 1982, this number had increased by OVtr 42% and had reached an all time record level of 15,182 calls. Arrests occuring within the city had increased by over 116% in the same period. In 1979, the Department arrested 1,060 individuals for all assorted offenses. In 1982, the number had increased to 2,293 individuals arrested. Throughout the five year period that these statistic reflect, the City of San Marcos through the process of annexation has increased our patrol area by over 68%. Since 1979, the City annexed just under 6 square miles of new area. Including increases in patrol area, increases in crime, increases in arrests and the high level of lost property, the Department has only increased in manpower by 10.3%. hI 1980, the City increased our Departments personnel level by adding three patrolman. 1:. At no time in the past has the Department prepared the community for the reduction in the efficiency of their Police Department. Crime Prevention technics and educational programming has not been attempted. nIe Department has not been equipped to help the community to help itself. As the Departments'activities increase, the primary function of Uniformed Preventative Patrol will become more inefficient as officers are called to perform a variety of duties and tasks that divert a significant amount.of their time.
