statement shall be presented to the Council within thirty (30) days after the final decision of the Zoning Commission, and not thereafter, for notification and calling of a public hearing to hear and act on the appeal. F. Administrative cost: The City Zoning Commission, with the concurrence and approval of the City Council shall determine and set forth a fee schedule for the purpose of recovering the administrative cost of processing zoning and subdivision re- quests and the public hearings called for by this article. Such fee shall be paid by the applicant and shall not be designed for restricting an applicant's ability to seek a hearing and/ or generate revenue for other than recovery of actual administrative cost incurred by the City. G. Applications for zoning change: 1. Applications for a zoning change shall be made on forms provided by the City. 2. The same zoning request shall not be con- sidered on any parcel more than once in any twelve-month period of time unless the Zoning Commission, by a three-fourths vote of members present, determines that there has been a substantial change in conditions surrounding the subject land since the prior request, and agrees to reconsider the request. 3. The staff shall review all zoning requests, and provide the Zoning Commission with their concerns and comments, and make sure that the Commission has sufficient informa- tion to make a recommendation. SECTION 24. That Section 3 of Appendix A of the Code of Ordinances, City of San Marcos, Texas, is hereby amended to read as follows: Section 3. Official Zoning Map. The official zonin~ map of the City of San Marcos shall be kept in the official files of the City Secretary. Certified copies shall be maintained in the office of the City Manager, the Director of Planning, the official files of the Zoning Commission, the Chief Inspector, the City Engineer and the office of the Tax Assessor-Collector. The map entitled "Zoning Map of the City of San Harcos, Texas, " shall consti- tute an official part of this ordinance as herein- after set out. The boundaries of the districts re- ferred to in this ordinance are indicated upon the zoning map of the City which is adopted with and de- clared to be a part of this chapter (appendix). All notations, references and other information shown upon said zoning map are hereby made a part of this ordinance, and shall be considered as much a part of the same as if the matters of information set forth thereby were all fully contained and described here- in. Such map shall, on the face, be identified and verified in the following manner: It shall bear the title "Zoning Map of the City of San Marcos, Texas, " and shall bear the names of the governing body, the City Manager, and the chairman of the Zoning Commission -12-
